ANALISIS PENINGKATAN KINERJA OPERASIONAL DENGAN SYSTEM CALL-OF ORDER STUDI FRAME CONTRACT PENGADAAN LINE PIPE PT PERTAMINA EP

Pengadaan line pipe merupakan titik strategis yang menentukan keberlangsungan dan keberhasilan operasional PT Pertamina EP, sehingga perlu pengadaan line pipe yang dilakukan dengan sistem kontrak dengan pihak ketiga sebagai pemasok line pipe. Dalam pengadaan line pipe melalui sistem kontrak dengan kontraktor pemasok line pipe, pilihan PT Pertamina EP adalah dengan menerapkan kontrak jangka panjang Supply Line Pipe dengan sistem call-off order. Hal ini mempertimbangkan adanya kemungkinan kenaikan harga baja yang relatif cepat sebagai bahan baku pembuatan line pipe sehingga mempengaruhi proses pengadaan line pipe produsen pemasok yang pada gilirannya mempengaruhi harga line pipe yang disuplai oleh pemasok kepada PT Pertamina EP. Penelitian ini bersifat deskriptif analisis, dimana penelitian tidak bertujuan untuk menguji hipotesis tetapi berupaya untuk membuat deskripsi, pencatatan serta analisis. Jenis penelitian yang digunakan adalah deskriptif kualitatif pada kegiatan call-off order. Analisis kegiatan ini meliputi suatu upaya untuk menggunakan penelitian kualitatif deskriptif guna mengidentifikasi proses yang mengarahkan pada suatu hasil penyelesaian. Penelitian ini bertujuan untuk mendeskripsikan atau menggambarkan kinerja operasional PT Pertamina EP dari adanya frame kontrak call-off order dalam pengadaan line pipe antara PT Pertamina EP dengan penyedia barang dan jasa sebagai pemasok line pipe untuk PT Pertamina EP. Sumber data menggunakan data primer dan sekunder, khusus data primer diperoleh dari hasil wawancara kepada pejabat pelaksana kegiatan pengadaan barang dan jasa di PT Pertamina EP dalam hal ini adalah Manajer Procurement Head Office. Analisis data menggunakan perhitungan Excell sederhana. Hasil penelitian menunjukkan bahwa frame kontrak line pipe dengan menggunakan sistem call-off order dalam pengadaan line pipe PT Pertamina EP dapat menghasilkan peningkatan kinerja operasional secara efektif, efisien dan mampu beradaptasi dengan perubahan. Dan faktor-faktor yang perlu diperhitungkan oleh PT Pertamina EP dalam melakukan frame kontrak line pipe menggunakan sistem call-off order adalah kespesifikan produk line pipe, kredibilitas perusahaan, kapasitas produksi perusahaan, reliabilitas persediaan line pipe, siklus waktu produksi persediaan line pipe dan perputaran persediaan line pipe.

Line pipe procurement is a strategic point that determines the sustainability and operational success of PT Pertamina EP, so it needs to implement line pipe procurement undertaken by contract with third-party systems as a supplier of line pipe. In the procurement of line pipe through a contract with the contractor system line pipe supplier, PT Pertamina EP option is to adopt a long-term contract with the system Supply Line Pipe call-off order. It is considering the possibility of steel price increases relatively quickly as a raw material for line pipe thereby affecting the procurement process line pipe manufacturer suppliers which in turn affects the price of line pipe supplied by the supplier to PT Pertamina EP. This research is a descriptive analysis, where the study was not aimed to test the hypothesis, but try to make the description, recording and analysis. This design of research is a qualitative descriptive on activities of call-off order. Analysis of these activities include an attempt to use a descriptive qualitative research in order to identify the processes that lead to a settlement results. The research aimed to describe the operational performance of PT Pertamina EP from their frame of call-off contracts in the procurement order line pipe between PT Pertamina EP with providers goods and services as a supplier of line pipe for PT Pertamina EP. Source of data using primary and secondary data, primary data specifically obtained from interviews to the executive officer procurement activities at PT Pertamina EP in this case is the Procurement Manager Head Office. Analysis of data using simple Excel calculation The results showed that the frame contract line pipe by using a system of call-off orders in the procurement of PT Pertamina EP line pipe can result in improved operational performance in an effective, efficient and able to adapt to change. And the factors that need to be taken into account by PT Pertamina EP in performing the contract line pipe frame system uses call-off order is the specificity of the product line pipe, the credibility of the company, the company's production capacity, reliability of supply line pipe, the cycle time of the production line pipe inventory and inventory turnover line pipe.
