IDENTIFIKASI MASALAH-MASALAH IMPLEMENTASI SISTEM GCLP DI FAKULTAS KEDOKTERAN UGM

As the oldest university in Indonesia, Gadjah Mada University which acts as a national Pancasila carrier and as a mentor in the University of Indonesia. As time goes by, FK-UGM management makes an improvement and development to become an internationallyqualified laboratory trying to implement GCLP (Good Clinical Laboratory Practice) which aims to provide a unified framework for the analysis of sample data generated to lend credibility and accurate clinical data acceptance by authorities supervisors from around the world. Based on data from the visit of a team with a% average of activities undertaken by the Unit / Part of the 32 activities of the GCLP material applied (which is already implementing the system GCLP), there is 30%, not applicable (already there with the old system but does not meet GCLP ) is 35%, not applicable (no systems at all, GCLP or otherwise) is 35%. Then conducted research to identify implementation problems that occur in the implementation of GCLP system. The method used in research is formative evaluation methods. Formative evaluation is to evaluate the implementation of GCLP system, so to get feedback from an activity in the process of implementation of GCLP. The results of this research will be used to improve GCLP system implementation (Sugiyono, 2009). According to Gaspersz (2003), JCAHO standard isa healthcare organization that implements performance improvement ideas. Hunger and Wheelen (1996) state that good performance is the ability of the company to implement an effective strategy. Countts (2000) describes the steps to implement Kotter’s 8 step change known as Kotter's Eight Step to Transforming Organization, Guidelines for Good Clinical Laboratory Practice (WHO, 2009). Based on questions about feelings, experiences and knowledge about the implementation of GCLP system, problems are identified as follows: (1) readiness factors, objectives, vision and mission of GCLP system which isunclear, (2) Working culture and daily habits that are difficult to change inGCLPsystem, (3) lack of cooperation and the workload in the implementation of GCLP system, (4) Coordination and support from superiors in the implementation of the GCLP system has not been effective (5) inadequate facilities, (6) Education and training of human resources that is less than maximum (7) Unclear plan for GCLP system implementation tasks and plan welfare of GCLPsystem results. Suggestions to overcome the problem of GCLP implementation are: (1) Make the vision, mission and objectives regarding the implementation of GCLP (2) convey the opportunities and importance of GCLP and determine the readiness of all the employees and staff, (3) training the OD-organizational development.
