EVALUASI KEEFEKTIFAN SERTIFIKASI PADA TENAGA AHLI KESELAMATAN DAN KESEHATAN KERJA (K3) KONSTRUKSI

Sertifikasi tenaga ahli Kesehatan dan Keselamatan Kerja (K3) konstruksi merupakan salah perangkat sebagai usaha untuk peningkatan kualitas konstruksi dan menciptakan efisiensi dalam menghadapi tantangan kedepan dalam memasuki pasar global. Selain itu, sertifikasi Tenaga Ahli K3 Konstruksi ini tentu dilakukan dengan tujuan agar tenaga kerja konstruksi memiliki kemampuan dan keahlian yang lebih sehingga mampu meningkatkan kualitas konstruksi dan merupakan syarat mutlak untuk menjamin mutu dan keamanan pengerjaan proyek di lapangan. Dengan memiliki sertifikasi kompetensi ahli K3 Konstruksi maka seseorang akan mendapatkan bukti pengakuan tertulis atas kompetensi yang dikuasainya. Namun pada kenyataan saat ini, keefektifan sertifikasi Tenaga Ahli K3 Konstruksi masih diragukan. Hal ini dibuktikan dengan peningkatan jumlah Tenaga Ahli K3 Konstruksi seiring dengan peningkatan kecelakaan kerja di sektor konstruksi tiap tahunnya. Penelitian bertujuan untuk melakukan evaluasi kefeektifan sertifikasi Tenaga Ahli K3 Konstruksi dengan menganalisis perbedaan penilaian pengguna jasa dan tenaga ahli mengenai peningkatan kompetensi, kinerja, dan manfaat Tenaga Ahli K3 Konstruksi yang telah disertifikasi. Metode yang digunakan adalah wawancara dan survei ke lapangan mengenai keefektifan sertifikasi Tenaga Ahli K3 Konstruksi terhadap dua responden yaitu Tenaga Ahli K3 Konstruksi dan pengguna jasa (kontraktor). Penelitian menyimpulkan bahwa terdapat perbedaan signifikan antara pengguna jasa dan Tenaga Ahli K3 Konstruksi terhadap penilaian keefektifan sertifikasi dalam peningkatan kompetensi dan kinerja. Sedangkan, penilaian responden terhadap peningkatan manfaat sertifikasi Tenaga Ahli K3 Konstruksi tidak ditemukan perbedaan yang signifikan. Selanjutnya, disarankan agar pemerintah melakukan pembinaan terhadap lembaga yang melakukan sertifikasi dan akreditasi sehingga lembaga tersebut menjadi lembaga yang kredibel dan sertifikat yang dikeluarkan pun dapat diakui kredibilitasnya. Selain itu, perlu adanya sanksi yang tegas baik untuk pengguna jasa maupun penyedia jasa terhadap pelanggaran penerapan K3 dilapangan.

Certification of Health and Safety Construction expert is an instrument as the business to improve the quality of construction and create efficiency to encounter future challenge in entering the global market. In addition, the certification is definitely made with the purpose that the Health and Safety construction expert has more capability and skill thereby improving the quality of construction and as an absolute condition to secure the quality and security of conducting the project in the field. By having the competency certification of Health and Safety expert, one will get a written acknolwedgment for the competency he/she masters. But, in fact, the effectiveness of the Construction Health and Safety Expert certification is still in doubt. It is proved by the improvement of total Construction Health and Safety expert in line with the increase of occupational accident in the sector of construction every year. This research aims at evaluating the effectiveness of construction Health and Safety expert by analyzing the difference of evaluation between the certified user and expert on the improvement of competency, performance, and benefit of Health and Safety expert. The method used is an interview and field survey on the effectiveness of certification of Construction Health and Safety Expert towards two respondents namely expert and user. Research concluded that there was a significant difference between the user and expert towards the effectiveness of certification to improve competency and performance, meanwhile appraisal for the respondent towards the improvement of benefit to the certification that it is not found significant difference. Furthermore, it is suggested that government shall develop credibility of institutions that perform certification and accreditation for construction worker and association. The institution development expects credibility recognizition for the issued certificate. In addition, there should be a strict sanction for the user or provider of the service who violate the application of Health and Safety in the field.
