ANALISA PROSES SETTLEMENT SMS INTERKONEKSI DI PT INDOSAT, TERKAIT PENERAPAN REGULASI SMS INTERKONEKSI BERBASIS BIAYA

Mulai tanggal 1 Juni 2012 pemerintah menetapkan interkoneksi SMS antar operator telekomunikasi di Indonesia haruslah berbasis biaya. Keputusan pemerintah ini menandakan dimulainya proses settlement SMS interkoneksi antar operator di Indonesia. Telah disepakati bahwa apabila hasil billing operator yang berupa pengakuan kewajiban dan hak dari masing-masing operator memiliki diskrepansi lebih dari 1% maka akan berlaku settlement SMS interkoneksi berdasarkan perjanjian bilateral antar operator telekomunikasi. Penelitian ini akan menganalisa data billing dan settlement interkoneksi antara PT Indosat dengan operator mitra interkoneksinya. Dimana didapati masih banyak dari hasil billing Indosat bila dibanding dengan pengakuan dari operator mitra menghasilkan diskrepansi yang lebih dari 1%. Hal ini bisa diakibatkan dari kesalahan yang terjadi di proses billing Indosat atau kesalahan dari proses billing di operator mitra. Adapun hasil proses billing yang mengakibatkan terjadinya kesalahan pengakuan hak dan kewajiban dari PT Indosat ini akan sangat berpengaruh terhadap revenue dari PT Indosat. Penelitian ini dimaksudkan untuk menganalisa potensi revenue loss di sisi PT Indosat dari proses settlement SMS interkoneksi ini. Dan penelitian ini dimaksudkan juga untuk menganalisa proses operasional billing interkoneksi di PT Indosat untuk memastikan tidak terjadi revenue leakage di proses tersebut dengan menerapkan metode revenue assurance untuk bisnis telekomunikasi

Indonesia ministry of communication and information has decided as per 1 June 2012 SMS interconnect in Indonesia should be implemented as a cost-based interconnection . This regulation will then be the beginning of SMS interconnect settlement process between telco operator in Indonesia. It has been agreed that if the result of operator billing which will be recognize as right and obligation from operators has a discrepancy of more than 1%, then the settlement will be done based on bilateral agreement of 2 operators that involved. This research will analyze interconnect billing data and interconnect settlement data that belong to Indosat. After the comparison and the analysis, it’s found that lot of Indosat billing data compare with its interconnect operator partner have a discrepancy more than 1%. It may come from billing error in indosat side or other operator side. If the error billing happen in Indosat side or even it happen in the other operator side, it will greatly affect the revenue of PT Indosat. This research aimed to analyze the potential revenue loss of PT Indosat in this settlement SMS interconnect process. And this research is also intended to analyze billing interconnect operation process in PT Indosat to assure that there are no possibility of revenue leakage in the process by applying revenue assurance method for the telco business
