Kebijakan desentralisasi yang tertuang &lam UU Nomor 22 Tahun 1999 merupakan strategi baru yang membawa harapan untuk menciptakan suatu tatanan pemerintahan yang lebih baik, karena melalui pemerintahan yang desentralistik, akan terbuka wadah demokrasi bagi masyarakat lokal untuk berperan serta &lam pengambilan kebijakan. Dalam konteks ini, peran Bappeda sangat strategis, karena lembaga ini merupakan institusi teknis di Daerah yang bertanggung jawab dalam permusan kebijakan pembangunan. Oleh karena itu diperlukan peran serta dan keterlibatan para stakeholders di Daerah dalam merumuskan kebijakan-kebijakan strategis yang pada akhirnya kebijakan tersebut akan menjadi pedoman bagi para stakeholders pengelola pembangunan daerah. Tesis ini berjudul sinergi pemerintah, swasta dan civil society dalam proses formulasi kebijakan pada Bappeda Kabupten Ken&. Tujuan dari penelitian ini adalah mengetahui bagaimana sinergr para stakeholders yang terlibat dalain proses formulasi kebijakan serta seberap besar pengaruh nilai-nilai politik, organisasi dan kebijakan terhdap sinergi para stakeholders dalam proses tersebut. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diolah dari hasil pengamatan, kuisioner dan wawancara dengan pihak-pihak yang terlibat &lam proses formulasi kebijakan pada Bappeda Kabupaten Kendari. Se-h data sekunder diperoleh dari Bappeda Kabupaten Kendari berupa dokumen kebijakan perencanaan. Adapun variabel dalam penelitian ini meliputi nilai-nilai politik, nilainilai organisasi dan nilai-nilai kebijakan sebagai variabel independen dan sinergi para stakeholders dalam proses formulasi kebijakan sebagai variabel depemden. Populasi d a b penelitian ini adalah seluruh stakeholders yang terlibat &lam proses formulasi kebijakan pada Bappeda Kabupaten Kendari dengan fokus pada kebijakan-kebijakan strategis yang dihasilkan pada Bappeda Kabupaten Ken&. Metode analisis yang digunakan dalam penelitian ini adalah analisis soal test, statistik parametris yang bersifat deduktif, berupa analisis korelasi Spearman, determinasi dan regresi multivariat. Pengolahan data dibantu dengan perahtan komputer (SPSS. 10). Hasil penelitian ini menunjukkan bahwa proses formulasi kebijakan pada Bappeda Kabupaten Kendari teiah dilakukan sesuai dengan tahapan dalam perumusan kebijakan publik, meskipun tetap mengacu pada Permendagn Nomor 9 Tahun 1982, dengan tidak melibatkan para&keholders yang ada di luar pemerintah. Sementara itu, pengaruh nilai-nilai politik, dai-nilai organisasi dan nilai-nilai k e b i j b terhadap sinergi pemerintah, swasta dan civil society &lam proses formulasi kebijakan pada pada Bappeda Kabupaten Kendari sebesar Untuk menciptakan sinergi para stakeholders di daerah, maka pemerintah daerah perlu membuka kesempatan bagi stakeholders lainnya untuk berpartisipasi dalam setiap proses kebijakan yang ada, dengan mengarahkan pada proses yang lebih irrklusif, demokratis dan partisipatoris. Salah satu q y a yang &pat dilakukan adalah membentukforum stakeholders policy sebagai wadah komunikasi dan tukar menukar informasi antar stakeholders yang terkait dengan proses kebijakan di Daerah

Decentralization policy in UU No. 22/1999 is a new strategy that brings hope to create better governance. It is because through decentralized governance, a coordinating institution of democracy for local society will be provided. Th~s coordinating institution will allow the society to take parts in making policy. In this context, the role of Regional Development Planning Board (Buppedu) is strategic inasmuch as this institution is a technical institution that is responsible in planning development policy in a region. Thus the participation of the stakeholders in the regon in making strategic policy is needed. As the result, the policy will become the guidelines for the stakeholders who organize regional development. This research entitled “The Synergy of the Government, Private Enterprises and Civil Society in the Process of Policy Formulation in Regional Development Planning Board (Bupph) of Kendari Regency”. The goal of the study is to investigate the synergy of the stakeholders that are involved in the process of policy formulation, and to identifl how big the influence of political values, organization values and policy values toward the stakeholders’ synergy in that process. This study used primary and secondary data. The primary data were obtained from observations, questionnaires and interviews with the elements that are involved in the process of policy formulation in Buppeda of Kendari Regency. Meanwhile, the secondary data were obtained from Bappedu of Kendari Regency as planning-policy documents. The independent variables of the study covered political values, organization values and policy values. is the synergy of the stakeholders that are involved in the process of policy formulation dependent variable. The research population was the whole stakeholders that are involved in the process of policy formulation in Buppedu of Kendan Regency, and the strategic policies resulted by Buppedu of Kendan Regency were the focus. Ths research used question test analysis, deductive parametric statistic methods, which are Spearman correlation analysis, determination and multivariant regression. The data were processed with SPSS. 10, a statistic computer program. The result of the study shows that the process of policy formulation in Buppeda of Kendari Regency has be done as step of public policy formulation, although constant in accordance with the Minister of Intemal Affair’s Regulation No. 9/1982. Even though, this process has not involved non-governmental stakeholders. Meanwhile, the influence of political, organization and policy values on the synergy of the government, private enterprises and civil society in process of policy formula in Buppedu of Kendari regency is 5 1 3 %. In order to create the synergy of the stakeholders in the region, the government should make opportunities to the other stakeholders to padxipate in each available process. This can be reached by making the process more inclusive, democratic and easy-to-participate-in. One of the efforts that can be done is to establish a stakeholder forum policy as an institution for communication and information trade among stakeholders that are involved in every policy process in the region.
