DBH-CHT merupakan dana pengembalian cukai untuk petani tembakau diregulasi dengan peraturan menteri keuangan. Tujuan utamanya adalah peningkatan kualitas bahan baku untuk kesejahteraan petani. Realitanya, pelaksana implementasi kebijakan di Kabupaten Klaten belum memiliki manajemen yang memadai dan kurang koordinasi antar stakeholder. Terdapat dua fokus riset dalam menjelaskan implementasi kebijakan. Pertama, implementasi kebijakan DBH-CHT di Kabupaten Klaten tahun 2013 ? Kedua, bagaimana respon petani tembakau dan asosiasi petani tembakau Indonesia (APTI) terhadap implementasi kebijakan DBH-CHT ? Sedangkan tujuan penelitian adalah pertama, menjelaskan peran dan fungsi Pemerintah Daerah Klaten dalam proses implementasi kebijakan tembakau sesuai dengan ketentuan Peraturan Menteri Keuangan sebagai peraturan DBH-CHT. Kedua, menjelaskan indicator konsep policy implementation dari Pemerintah Daerah Kabupaten Klaten. Ketiga, mengetahui respon dari petani dana sosiasi terhadap langkah dan konsep policy implementation dari Pemerintah Daerah Klaten. Metode yang digunakan adalah metode penelitian kualitatif lewat deep interview sehingga mendapatkan data spesifik antar aktor dalam implementasi kebijakan DBH-CHT tahun 2013 di Kabupaten Klaten. Terdapat dua pola yang menghambat penyaluran DBH-CHT kepada petani. Pertama, mindset orientasi uang dari stakeholder sebagai indikator keberhasilan implementasi kebijakan, padahal kebijakan tidak sesuai kebutuhan petani serta realisasi fisik dan keuangan juga yang masih rendah mengingat kebijakan tidak tepat sasaran. Petani dan Pemerintah daerah masih jarang komunikasi untuk mendapatkan formulasi kebijakan yang tepat sasaran. Kedua, kontestasi Dinas Kesehatan dengan industri hasil tembakau lewat Roadmap 2020 Indonesia Sehat, roadmap terbentuk karena intervensi asing lewat dana Bloomberg yang tersebar di beberapa LSM dan Departemen untuk menolak industri hasil tembakau dan menekan petani lewat implementasi kebijakan DBH-CHT seperti membatasi produktitas tembakau dengan Surat Edaran Bupati Klaten dan Gubernur Jawa Tengah sampai pada mengalihkan DBHCHT untuk program pengalihan profesi petani tembakau. Kontestasi Dinas Kesehatan telah terjadi sebelum adanya DBHCHT sehingga pengembalian cukai menjadi arena kepentingan Dinas Industri dan Dinas Kesehatan. Respon petani tentang DBH-CHT masih belum memadai dan sesuai ekspektasi karena tidak didasarkan atas kebutuhan pokok petani sehingga terdapat kelangkaan pupuk bersubsidi dan anggaran yang tidak terserap. DBH-CHT is an excise tax refund for tobacco farmers which are regulated by the rules of Minister of Finance. Its main purpose is the quality improvement of the raw material for the welfare of farmers. In reality, the implementers of policy implementation in Klaten district have not had adequate management and are lack of coordination among stakeholders. There are two research problem formulated in order to complete the implementation of the policy. First, policy implementation DBH-CHT in Klaten district in 2013 ? Second, what are the responses of farmers and associations (APTI) of policy implementation DBH-CHT in 2013 ? While the objective of the study is the first, to explain the role and functions of the Regional Government of Klaten in tobacco policy implementation process in accordance with the provisions of Regulation of the Minister of Finance as DBH-CHT regulation. Second objective is to explain about the concept indicatorsof "policy implementation" of the Local Government Klaten. Third objective is to know the response of farmers and associations toward the step and the concept of "policy implementation" of the Local Government Klaten. The method used is qualitative research through deep interviews to get specific data between actors in policy implementation DBH-CHT in 2013 in Klaten. There are two patterns that inhibit DBH-CHT distribution to farmers. First, the mindset of stakeholder orientation money as an indicator of successful implementation of the policy, but the policy does not fit the needs of farmers as well as physical and financial realization also is still low considering the policy target. Farmers and local governments are still sparse communication to get targeted policy formulation. Second, the contestation of the Public Health Service tobacco industry through the Healthy Indonesia 2020 Roadmap, the roadmap is formed because of foreign intervention through Bloomberg funds spreading across several NGOs and the Ministry to reject tobacco industry and press farmers through policy implementation DBH-CHT as limiting tobacco productivity Letter Circular Regent Klaten, Central Java Governor until the shift DBHCHT for diversion program profession tobacco farmers. Contestation of the Department of Health has occurred prior to the refund of excise DBHCHT thus becomes the arena interests of the Department of Industry and the Department of Health. The response of the DBH-CHT farmers are not sufficient and appropriate expectations because it is not based on the basic needs of farmers so that there is a scarcity of subsidized fertilizer and budgets are not absorbed.
