INFORMATION AND COMMUNICATION TECHNOLOGY (ICT’s) IMPLEMENTATION IN PORT / TERMINAL SECURITY SYSTEM (Case Study Ujung Baru Terminal – Port Of Belawan Indonesia)

Maritime transport is the main actor in global trade. Nowadays 80 per cent of world trade is transported by sea. Port as the gate of the country on the International trade hasa role to support the economics. Hence the port is attacking vulnerable by various types of threats, such as piracy, terrorism, robbery, smuggling, theft and human trafficking. Port of Belawan as one of the biggest port in Indonesia has problem with the security in one of their terminal namely Ujung Baru Terminal. In this terminal there are security events which happened almost every years. Even though the terminal already compliance with International Ships and Port Facility Code, the event is still happened. The most events which common happened are theft in the ships during the berth at the terminal wharf.These researches propose to use Information and Communication Technology (ICT’s) to implement in Port / Terminal Security. The study conducted by interview particular stakeholders in Port of Belawan and supported by the field observation on the Ujung Baru Terminal. This study use benchmarking method with other port which already implementing ICT’s Security System. The analysis usesthe most standardised framework of risk analysis in regulated maritime system namely Formal Safety Assessment model to find the best option in decision making which will implement.furthermore the SWOT analysis will use to analyse the advantage and disadvantage of the system. The results shows that Ujung Baru Terminal need to improve on their security use the same system in Benchmarking Port. Those particular system are; Physical Protection Enhancements, Improvement of the Human Resources capacity with 24 hours surveillance, Support with Port Police agents to State Security Bodies and private protection agents, Port Security OfficersImprovements and Control Instrumentation Enhancement.
