IMPLEMENTASI ADVICE PLANNING SEBAGAI INSTRUMEN PENGENDALIAN PEMBANGUNAN DALAM PERSPEKTIF GOOD GOVERNANCE DI KOTA PAYAKUMBUH

Salah satu alat pengendalian pembangunan yang digunakan dalam manajemen lahan adalah subdivision regulation/control. Pengendalian ini bertujuan untuk mengatur standar minimal pengkavlingan perumahan dan fasilitas yang harus dibangun dalam kawasan perumahan tersebut. Advice Planning merupakan salah satu bentuk penerapan subdivision regulation/control yang digunakan untuk pengendalian pembangunan perumahan di Kota Payakumbuh. Permasalahan muncul ketika terjadi kecenderungan minimnya penyediaan fasilitas ruang terbuka dan jaringan utiltas publik, pembangunan jaringan jalan yang tidak terintegrasi dengan jaringan jalan kota, timbulnya lahan marginal, dan kesemrawutan, akibat terdapatnya beberapa komponen pengembangan perumahan yang diatur dalam Advice Planning tidak disediakan oleh pengembang. Diduga teori implementasi good governance bisa menjelaskan penyebab adanya masalah pada implementasi Advice Planning di Kota Payakumbuh. Tujuan dari penelitian ini adalah untuk menilai tingkat implementasi Advice Planning di Kota Payakumbuh serta mengetahui faktor-faktor yang mempengaruhi implementasi Advice Planning tersebut dilihat dari konteks good governance. Pendekatan yang digunakan dalam penelitian ini adalah deduktif dengan metode penelitian mix method concurrent embedded QUANqual. Penelitian ini bersifat deskriptif asosiatif dengan pengumpulan data melalui survei primer dan sekunder. Analisis data yang digunakan adalah analisis regresi linear berganda dan analisis korelasi. Berdasarkan hasil penelitian, ditemukan bahwa rendahnya tingkat implementasi Advice Planning di Kota Payakumbuh dikarenakan kurangnya implementasi komponen AP terutama aspek ketentuan teknis peruntukan ruang. Good governance dalam pelaksanaan Advice Planning kurang tercapai karena dari 8 (delapan) prinsip good governance yang digunakan, hanya prinsip akuntabilitas, supremasi hukum dan komitmen perlindungan lingkungan hidup yang telah tercapai. Uji hubungan variabel bebas dan terikat pada regresi linear dan korelasi membuktikan bahwa terdapat hubungan antara tingkat implementasi Advice Planning dengan pencapaian prinsip good governance. Adapun tingkat implementasi Advice Planning paling dipengaruhi oleh faktor prinsip daya tanggap, komitmen terhadap perlindungan lingkungan hidup dan akuntabilitas, dengan adanya faktor eksternal yaitu faktor ekonomi pengembang.

One of the tools used in the development control is a subdivision of land management regulation/control. This control aims to set minimum standard of housing plots and facilities to be built in the residential area. Advice Planning is a form of application of subdivision regulation/control which is used to control residential development in Payakumbuh. Problems arise when there is a tendency of minimum provision of an open space facilities and public utilities network, un integrated constructions of road with the road network of the city, the incidence of marginal land, and chaos, due to the presence of several components of the housing development set out in Advice Planning is not provided by the developer. Allegedly the implementation of good governance theory can explain the cause of problems in the implementation of the Advice Planning in Payakumbuh. The purpose of this study was to assess Advice Planning’s level of implementations in Payakumbuh and determine the factors that affect the implementation of the Advice Planning seen in the context of good governance. The approach used in this research is deductive method with a mix of research methods concurrent embedded QUANqual. This research is a descriptive associative with data collection through primary and secondary surveys. Analysis of the data used is multiple linear regression analysis and correlation analysis. Based on the results of the study, found out that low level of Advice Planning’s implementation in Payakumbuh due to the lack of implementation of the AP component mainly technical aspects of the terms spatial allocation. Good governance in the implementation of the Advice Planning less achieved because of the eight principles of good governance are used, only the principle of accountability, rule of law and commitment to environmental protection has been achieved. Test linear regression and correlation relationships proved that there is a relation between the level of implementation of the Advice Planning and achievement of good governance. The level of implementation Advice Planning most influenced by the principles of responsiveness, commitment to environmental protection and accountability, with the presence of external factors, called developer’s economic factors.
