ANALISIS PENGARUH TINGKAT KOMPETENSI ENGINEER TERHADAP HASIL PEKERJAAN PEMELIHARAAN JALAN DITINJAU DARI NILAI IRI (Studi Kasus : Jalan Nasional Provinsi Sulawesi Utara)

Beberapa faktor yang menyebabkan penurunan kondisi jalan antara lain faktor lingkungan, umur jalan, beban lalu lintas dan kompetensi sumber daya manusia yang melaksanakan pekerjaan. Kompetensi sumber daya manusia sangat berpengaruh terhadap keberhasilan dalam pelaksanaan pekerjaan jalan. Tujuan dari penelitian ini adalah mengetahui hubungan kompetensi, kondisi lingkungan, umur jalan dan LHR dengan nilai IRI hasil pekerjaan pemeliharaan berkala. Penelitian ini diawali dengan menyebarkan kuisioner untuk mendapatkan data kompetensi responden yaitu pendidikan, pelatihan, pengalaman dan pengetahuan responden dan segmen jalan yang dilaksanakan pemeliharaan berkala. Variabel kondisi lingkungan, umur jalan, LHR dan nilai IRI didapat dari Balai Pelaksanaan Jalan Nasional XI Manado. Pengujian menggunakan analisa korelasi Pearson, Parsial, Ganda dan analisa regresi berganda untuk mendapatkan hubungan antara variabel. Hasil penelitian ini menunjukan persamaan untuk mendapat nilai IRI hasil pekerjaan jalan adalah 􀀁 = 5,265 − 0,03􀀊􀀋 − 0,274􀀊􀀎 dengan X5 adalah nilai kompetensi pengetahuan dengan skor 0-100 dan X6 adalah nilai kondisi lingkungan dengan skor 0-1. Dalam memprediksi nilai IRI hasil pekerjaan kompetensi pengetahuan memilki pengaruh 62,18 % dan kondisi lingkungan dengan pengaruh 37,82 % serta kedua variabel mempunyai pengaruh 76%. Dalam memprediksi kompetensi pengetahuan didapatkan variabel yang berpengaruh yaitu keikutsertaan dalam pelatihan dengan persentase pengaruh 24,26% dan pengalaman jumlah proyek sebesar 75,74% serta kedua variabel hanya dapat mempengaruhi nilai kompetensi pengetahuan sebesar 42% sehingga perlu dilakukan penambahan data dan variabel.

There are factors that cause in decreasing road conditions they are environmental factors, the age of the road, traffic load and the competence of human resources who carry out the task. The competency of human resources led to the success in the road works implementation. The purpose of this study is to determine the relationship of competency, environmental conditions, pavement age and LHR with IRI of the result from periodic maintenance. This research is initiated by distributing questionnaires to obtain data of respondents’ competence i.e. education, training, experience and knowledge as well as to obtain the data of road segments that received the periodic maintenance. Variable of environmental conditions, pavement age, LHR and IRI are obtained from the National Road Implementation Center XI Manado. The test is using Pearson correlation analysis, Partial, double and multiple regression analysis to obtain the relationship between the variables. The results of this study show that the equation used to get the IRI of the result from road works is Y = 5.265-0.03X5-0,274X6. X5 is the value of knowledge competence with the range score around 0-100 and X6 is the value of environmental conditions with the range score between 0-1. In predicting the influence of IRI from the result of knowledge competence and the influence of environmental condition, the percentages obtain are 62.18 % and 37.82%, respectively. Both variables give influence up to 76%. In predicting the knowledge competence, the influential variable is acquired i.e. the participation and the experience obtained from the number of project that has been done before that give influence up to 24.26% and 75.74%, respectively .Besides, the two variables can only affect the value of knowledge competence by 42% so additional data and variables are still needed.
