IDENTIFIKASI KINERJA SATUAN KERJA (SATKER) PROYEK PENANGANAN JALAN NASIONAL (Studi Kasus: Satker Pelaksanaan Jalan Nasional Wilayah II Bangka Belitung, di wilayah kerja BBPJN-III)

Untuk menciptakan kondisi jalan yang baik diperlukan sistem pengendalian yang komprehensif pada saat pelaksanaan, pengoperasian dan pemeliharaan konstruksi bangunan jalan. Sistem pengendalian jalan nasional di lapangan merupakan wewenang dari Satuan Kerja, sehingga kinerja Satuan Kerja berdampak penting bagi tercapainya mutu jalan yang diharapkan. Hal ini menjadi dasar perlunya dilakukan identifikasi kinerja Satuan Kerja berbasis SIDLACOM (Survey, Investigation, Design, Land Acquisition, Action Program, Construction, Operation, Maintenance), di wilayah kerja Satker PJN Wilayah II Bangka Belitung. Penelitian dilakukan menggunakan kuesioner dengan mengacu pada aspek pangkal masalah penanganan jalan nasional yang selama ini terjadi dengan berbasis integrasi SIDLACOM. Responden adalah pihak-pihak yang sedang atau pernah memiliki hubungan kerja dengan pihak Satuan Kerja. Analisis data menggunakan metode Importance-Performance Indicator (IPA) dan Customer Satisfaction Index (CSI), yang kemudian digunakan untuk menentukan pangkal masalah yang memerlukan prioritas penanganan. Hasil penelitian menunjukkan aspek pangkal masalah yang menjadi prioritas penanganan tiap subsistem SIDLACOM antara lain: (1) pengecekan hasil pemeriksaan ketepatan analisis dan validasi data yang tidak terakomodasi dalam DED; (2) pengecekan hasil identifikasi pangkal masalah penyebab keterlambatan progres fisik dan penyerapan keuangan; (3) pengecekan hasil pemeriksaan sistem drainase jalan dalam DED; (4) pengecekan hasil pemeriksaan capaian proses pengadaan lahan terhadap implementasi DED; (5) pengecekan hasil pemeriksaan capaian persyaratan administrasi proyek; (6) pengecekan hasil pemeriksaan implementasi sistem mutu pelaksanaan; (7) pengecekan hasil pemeriksaan kerusakan struktural pada awal umur rencana; dan (8) pengecekan hasil pemeriksaan implementasi metode kerja pemeliharaan konstruksi jalan.

In order to produce good road conditions, it is require a comprehensive control system during the construction, operation, and maintenance period of road construction. National road control system practically is the authority of “Satuan Kerja”, which means the performance of “Satuan Kerja” is the important part in order to achieve the expected road conditions. This became the importance basis to identify the performance of “Satuan Kerja” based on SIDLACOM (Survey, Investigation, Design, Land Acquisition, Action Program, Construction, Operation, and Maintenance), in the working area of Satker PJN Wilayah II Bangka Belitung. Research was conducted using Questionnaire that refers to the basic problem of national road management that occurred, with the integration of “SIDLACOM” (Survey, Investigation, Design, Land Acquisition, Action Program, Construction, Operation, and Maintenance). The research’s respondents are parties that had working relationship with “Satuan Kerja”. Data analyses are using Importance-Performance Analisys (IPA) method and Customer Satisfaction Index (CSI) method, which are then used to determine the basic problems that require priority handling. The research result showed the basic problem that became the priority to overcome for each SIDLACOM subsystems are: (1) checking the inspections result of analysis and data validation accuracy that are not accommodated in the DED; (2) checking the identification result of basic problem that causes the delays of physical and financial progress; (3) checking the inspections result of drainage system in the DED; (4) checking the inspection result of land acquisition process achievement towards the implementation of DED; (5) checking the inspections result of the achievement of project’s administrations requirement; (6) checking the inspections result of construction’s quality system implementation; (7) checking the inspections result of structural damage at the early stage of lifetime service; (8) checking the inspection result of the implementation of road maintenance work method.
