PENGARUH ATRIBUT SIDLACOM TERHADAP PENILAIAN KINERJA JASA KONSULTANSI PENDAMPING (CORE TEAM) (Studi Kasus : SNVT Perencanaan dan Pengawasan Jalan Nasional Provinsi

Konsultan mempunyai peran yang sangat penting dalam melakukan koordinasi pekerjaan proyek pada tahap perencanaan dan pengawasan. Selama ini penilaian kinerja jasa konsultansi pendamping (coreteam) di lingkungan SNVT P2JN Gorontalo dilakukan berdasarkan penyerapan nilai kontrak coreteam. Belum ada alat ukut untuk mengetahui kinerja core team ditinjau dari tugas dan fungsinya. Adanya perubahan paradigma penyelenggaraan jalan nasional yang berbasis integrasi SIDLACOM membuat peran penyelenggara jalan termasuk core team harus memperbaiki diri. Penelitian ini bertujuan untuk mengetahui pengaruh atribut SIDLACOM terhadap penilaian kinerja coreteam di wilayah kerja SNVT P2JN Gorontalo. Hasil analisis keempat metode, yaitu metode IPA, CSI, analisis faktor dan analisis regresi dapat diambil kesimpulan bahwa: (1) atribut indikator survei data dan informasi yang berpengaruh dalam penilaian kinerja core team (a) pemeriksaan akurasi data dan informasi terbaru sesuai standar teknis dan (b) pemeriksaan data dan informasi yang valid sesuai persyaratan teknis; (2) atribut penting dan belum ditangani secara serius oleh core team terhadap investigasi permasalahan di lapangan adalah : (a) pemeriksaan pengendalian masalah dan kendala di lapangan dan (b) pemeriksaan ketepatan metode yang digunakan di lapangan; (3) atribut penting dan belum ditangani secara serius oleh core team terhadap penyusunan DED untuk perencanaan jalan adalah : (a) pemeriksaan antisipasi DED terhadap perubahan di lapangan; (b) pemeriksaan persediaan DED jalan yang sesuai standar dan kriteria teknis; dan (c) pemeriksaan ketersediaan DED yang relevan terhadap teknologi; (4) atribut penting dan belum ditangani secara serius oleh core team terhadap bantuan penanganan pengadaan lahan untuk perencanaan jalan adalah : (a) ketepatan analisis kebutuhan biaya pengadaan lahan untuk implementasi DED; (5) atribut penting dan belum ditangani secara serius oleh core team terhadap action program untuk perencanaan jalan adalah : (a) pemeriksaan ketepatan analisis program dan biaya; (6) atribut penting dan belum ditangani secara serius oleh core team terhadap penyusunan planning pelaksanaan pekerjaan jalan adalah : (a) pemeriksaan kesiapan pembuatan manual (SOP) pekerjaan jalan; (7) atribut penting dan belum ditangani secara serius oleh core team terhadap penyusunan planning operasional pekerjaan jalan adalah : (a) pemeriksaan kesiapan penyusunan data prediksi pertumbuhan volume lalulintas; dan (8) atribut penting dan belum ditangani secara serius oleh core team terhadap penyusunan planning pemeliharaan jalan adalah : (a) pemeriksaan progres pembuatan manual (SOP) pemeliharaan jalan.

Consultant has a very important role in coordinating project at the planning and supervision step. All this time, the performance appraisal of companion consultancy service (core team) in SNVT P2JN Gorontalo is based on the absorption of core team’s contract value itself. There is no standard to determine core team’s performance in terms of task and function. The paradigm change in constructing national road based on SIDLACOM integration makes the road constructor role including core team must improve. This study aims to determine the effect of SIDLACOM attributes towards core team’s performance appraisal in the working area of SNVT P2JN Gorontalo. Analysis result of four methods, i.e. IPA method, CSI method, factor analysis, and regression analysis can be concluded that: (1) the attributes of data and information survey indicator that influence core team’s performance appraisal are (a) examination of latest data and information accuracy in accordance with technical standard and (b) examination of valid data and information based on technical requirement; (2) the important attributes and have not been taken seriously by the core team towards problem investigation in the site are: (a) investigation of problem and obstacle control in the site and (b) investigation of method accuracy used in the site Keywords: core team, performance appraisal, SIDLACOM ; (3) the important attributes and have not been taken seriously by the core team towards DED preparation for road planning are: (a) inspection of DED anticipation towards the changes in the site; (b) inspection of DED road backup in accordance with technical standard and criteria; and (c) inspection of DED availability relevant to the technology; (4) the important attribute and has not been taken seriously by the core team towards land acquisition assistance for road planning is: (a) accuracy of land acquisition cost analysis for DED implementation; (5) the important attribute and has not been taken seriously by the core team towards action program for road planning is: (a) examination of core team towards the accuracy of program and cost analysis; (6) the important attribute and has not been taken seriously by the core team towards road construction planning preparation is: (a) examination of road construction Standard Operating Procedure (SOP) readiness; (7) the important attribute and has not been taken seriously by the core team towards road construction operational planning preparation is: (a) investigation of traffic volume growth prediction data preparation readiness; and (8) the important attribute and has not been taken seriously by the core team towards road maintenance planning preparation is: (a) inspection of the progress of making road maintenance Standard Operating Procedure (SOP).
