Efektivitas struktur organisasi sekretariat daerah Kabupaten Bengkulu Selatan :: Studi kasus penataan kelembagaan berdasarkan PP No.84/2000

Dalam rangka mendukung pelaksanaan otonomi daerah banyak ha1 yang perlu dipersiapkan oleh organisasi birokrasi, maka perlu dilaksanakan perubahan / penyempurnaan, salah satu ha1 yang 'sangat penting adalah penataan kelembagaaan berdasarkan PP $4 tahun 2000 tentang Pedoman Organisasi Perangkat Daerah, yaitu dengan melakukan penataa.n struktur organisasi Pemerintah Daerah. Secara khusus Pemerintah Kabupaten Bengkulu Selatan telah mengeluarkan Perda No. 17 tahun 2000 tentang Pembentukan organisasi Perangkat Daerah Kabupaten Bengkulu Selatan. Namun persoalannya apakah dengan penataan struktur organisasi mempunyai dampak positif terhadap kelancaran penyelenggaraan organisasi Sekretariat Daerah Kabupaten Bengkulu Selatan. Tujuan penelitian ini adalah untuk mengetahui efektivitas struktur organisasi Sekretariat Daerah Bengkulu Selatan berdasarkan PP 84 / 2000 dan faktor-faktor apa saja mempengaruhi efektivitas struktur organisasi tersebut. Adapun tehnik pengumpulan data yang &gunakan dalam penelitian ini adalah tehnik wawancara mendalam, observasi, dan dokumentasi terhadap objek yang diteliti. Kemudian data yang didapat dianalisa dengan metode analisa diskriptif kualitatif Berdasarkan hasil penelitian disimpulkan bahwa struktur organisasi Sekretariat Daerah Kabupaten Bengkulu Selatan saat ini ternyata masih belum efektif, baik dilihat dari indikator pembagian pekerjaan, departementasi / pengelompokan pekerjaan, delegasi wewenang dan rentang kendali. Faktor-faktor yang mempengaruhi belum efektif struktur organisasi Sekretariat Daerah Kabupaten Bengkulu Selatan adalah faktor kompleksitas yang dilihat dari deferensiasi horizontal dan deferensiasi vertikal termasuk katagori belum efektif. Faktor formalisasi yang dilihat dari hubungan kekuasaan, proses komunikasi, norma-norma dan sanksi termasuk katagori belum efektif. Faktor teknologi dilihat dari sarma termasuk katagori belum efektif, bila ditinjau dari prasaran sudah cukup memadai ( efektif ), sedangkan dilihat tenaga spesialisasi termasuk katagori belum efektif.

In case of supporting the regional autonomy actualizatio there are m ny things necessary to be prepared by the burqaucratic organization, so it needs to do some changedcompletion, one of the very important things is restructuring the institutionalization based on the government regulation (PP) 84 year 2000 about the Regional Apparatus Organizational Guidelines, i. e. by actualizing the Regonal Government organizational structure. Especially that of with South Bengkulu Regencial Government having issued the Regional Regulation (Perda) No. 17 year 2000 about the formation of organization in the Regional Apparatuses of South Bengkulu Regency, among other things, with the prevailing organizational structure and working structure of Regional Secretariat. Nevertheless, the problem is whether by the arrangement of organizational structure having the positive impact to the organizational holding smoothness for the Regonal Secretariat of South Bengkulu Regency. This research aim is to know the effectiveness of organizational structure of the Regonal Secretariat of South Bengkulu Regency based on PP 84/2000 and whatever the factors influencing the effectiveness of organizational structure. Whereas the data collecting technique used in this research is in-depth interview technique, observation, and documentation to the researched objects. Then the data collected is analyzed using qualitative descriptive analysis method. Based on the research result concludes that the organizational structure of South Bengkulu former Regency Secretariat has been, in fact, still ineffective, wither as seen based on the indicators of job divisions, departments /job grouping, authority delegation and control range. The influencing factors have been not effective on the organizational structure of South Bengkulu Former Regency is the complexity factors as seen from the horizontal differentiation and including the effective category. Formalization factor as seen based on the power correlation, communication process, norms and sanctions including ineffective category as seen based on the infrastructure has been reasonable ( effective ) enough, while as seen based on the specialization labor include into the ineffective one.
