Defisit Demokrasi Uni Eropa, Studi Kasus: OMC Pensiun

Persoalan defisit demokrasi muncul dalam Uni Eropa. Persoalan ini muncul setelah Uni Eropa berkembang dari sekedar organisasi kerjasama antar negara di level regional kemudian mengintegrasikan sistem ekonomi negara-negara anggotanya. Uni Eropa memiliki lembaga-lembaga yang memiliki pembagian kekuasaan legislatif, yudikatif, dan eksekutif, namun kualitas demokratisnya dipertanyakan. Di sisi lain, muncul metode pembuatan kebijakan baru bernama Open Method Coordination yang mengusung keterbukaan. Metode ini merupakan bagian dari proyek integrasi Uni Eropa terus berlanjut hingga pada tahap integrasi sistem sosial. Melalui OMC ini, Uni Eropa berusaha mengintegrasikan berbagai sistem sosial yang sudah ada di negara anggotanya termasuk sistem pensiun. Namun, keterbukaan yang ditawarkan oleh Uni Eropa melalui OMC ternyata berakhir pada ujung yang sama yaitu defisit demokrasi. Meskipun ditawarkan dengan keterbukaan, OMC (termasuk kebijakan pensiun) tetap jatuh ke dalam persoalan demokrasi dan persoalan ini membuka jalan baru untuk menemukan pemahaman mengenai defisit demokrasi Uni Eropa. Kepentingan ekonomi neoliberal menjadi salah satu faktor yang membuat defisit demokrasi terjadi di Uni Eropa. Oleh karena itu, skripsi ini bertujuan untuk menelusuri faktor penyebab mengapa Uni Eropa mengalami defisit demokrasi. Secara spesifik penelusuran tersebut dilakukan penulis melalui studi kasus mengenai Open Method Coordination (OMC) terkait kebijakan pensiun. EU integration both still leaves the issue of the democratic deficit. The EU does have institutions that have power-sharing legislative, judicial, and executive, but the quality is questionable democratic. On the other hand, appears a method of making a new policy called the Open Method Coordination carrying the discourse of openness. This method is part of the project further EU integration is the integration of social systems. Through this OMC, the EU seeks to integrate various social systems that already exist in the member states, including the pension system. However, openness offered by the EU through the OMC turns ending at the same point, namely the democratic deficit. Although offered by openness, OMC (including pension policy) still falls into the question of democracy and this issue opens a new way to find an understanding of the democratic deficit in the European Union. Neoliberal economic interest is one factor that makes the democratic deficit in the European Union. Therefore, this thesis aims to explore the causes why the EU democratic deficit.
