2002 | Tesis | Magister Administrasi PublikDinas Kebersihan Propinsi DKI Jakarta, merupakan organisasi publik yang bertugas dan bertanggung jawab dalam menyelenggarakan pelayanan publik di bidang kebersihan kota di DKI Jakarta. Sebagai institusi publik, kinerja Dinas Kebersihan Propinsi DKI Jakarta berkaitan erat dengan implementasi tugas pokok dan fungsi organisasi Dinas Kebersihan Propinsi DKI Jakarta di dalam struktur Pemerintah Daerah Khusus lbukota Jakarta. Karenanya, studi tentang kinerja Dinas Kebersihan Propinsi DKI Jakarta menjadi suatu ha1 penting dan menarik untuk dilakukan, agar publik dapat mengetahui dan mengontrol seberapa jauh tugas pokok dan fungsi organisasi Dinas Kebersihan Propinsi DKI Jakarta telah berjalan dan bermanfaat bagi masyarakat di Kota Jakarta, termasuk faktor-faktor yang mempengaruhi kinerja Dinas Kebersihan Propinsi DKI Jakarta dalam menjalankan tugas pokok dan fungsi organisasinya tersebut. Berdasarkan hasil penelitian lapangan, diketahui bahwa kinerja Dinas Kebersihan Propinsi DKI Jakarta selama tahun 1998 sampai dengan tahun 2000 dalam menyelenggarakan fungsi-fungsi perumusan kebijakan bidang kebersihan, penyusunan strategi dan program kerja organiasasi, penyelenggaraan sistem penanggulangan sampah, bimbingan dan penyuluhan kebersihan dan swastanisasi pengelolaan sampah, ternyata dianggap masih kurang berhasil. Namun demikian, terhadap penyelenggaraan fungsi-fungsi penyediaan sarana dan prasarana, pemungutan retribusi jasa pelayanan kebersihan, implementasi sistem kerja organisasi oleh Dinas Kebersihan Propinsi DKI Jakarta, ternyata dianggap cukup berhasil. Sementara itu terhadap analisis faktor-faktor yang mempengaruhi kinerja organsiasi Dinas Kebersihan Propinsi DKI Jakarta diketahui bahwa, pengaruh strategi organisasi terhadap kinerja keseluruhan Dinas Kebersihan Propinsi DKI Jakarta dapat dikatakan masih rendah, demikian pula pengaruh struktur organisasi terhadap kinerja Dinas Kebersihan Propinsi DKI Jakarta juga dianggap masih realtif rengah, kecuali dalam ha1 ketersediaan sarana dan prasarana. Kemudian, pengaruh sistem kerja organisasi terhadap kinerja Dinas Kebersihan Propinsi DKI Jakarta umumnya juga dianggap relatif rendah, kecuali pada aspek konsistensi sistem kerja dalam suksesi kepemimpinan dalam organisasi. Dan terakhir, pengaruh swastanisasi pengelolaan sampah terhadap kinerja Dinas Kebersihan Propinsi DKI Jakarta relatif tinggi, kecuali segmentasi pengelolaan sampah dalam struktur masyarakat perkotaan di Jakarta yang masih rendah. Dari hasil penelitian di atas juga diketahui bahwa, secara umumnya kinerja Dinas Kebersihan Propinsi DKI Jakarta dapat dikatakan masih belum berhasil. Sementara itu, faktor-faktor yang mempengaruhi kinerja Dinas Kebersihan Propinsi, umumnya juga kurang berpengaruh terhadap kinerja organisasi tersebut, kecuali faktor swastanisasi pengalolaan sampah yang ternyata dianggap cukup tinggi pengaruhnya terhadap kinerja keseluruhan Dinas Kebersihan Propinsi DKI Jakarta
The Cleanliness Service of DKI Jakarta is a public organization that has a duty and responsible to carry out a public service in the field of the city’s cleanliness of DKI Jakarta. As a public organization, the performance of the Cleanliness Service of DKI Jakarta relates to the implementation of main duties and organization functions of the Cleanliness Service of DKI Jakarta in the structure of the government of DKI Jakarta. Therefore, the Study of Performance of the Cleanliness Service of DKI Jakarta becomes an importance and interesting case to do, so community can understand and control how far the main duties and organization functions of the Cleanliness Service of DKI Jakarta have worked and benefited for people living in Jakarta. This includes the factors, which influence the performance of the Cleanliness Service of DKI Jakarta runs its main duties and organization functions. Based on the field research finds that the performance of the Cleanliness Service of DKI Jakarta as of 1998 to 2000 in the case of taking the policies, arranging the strategy and organizational work program, implementation of garbage tackling system, cleanliness guidance and counseling and privatization of garbage management are apparently still considered to less succeed. However, providing means and infrastructure, collecting service retribution, working system implementation by the Cleanliness Service of DKI Jakarta has been apparently supposed to succeed. In the meantime, the analysis factors influencing the organization performance of the Cleanliness Service of DKI Jakarta find that the influences of organization strategy and structure to all performances of the Cleanliness Service of DKI Jakarta are still near to the ground, except for means and infrastructure available. Then, the influence of the work organization system to the performance of the Cleanliness Service of DKI Jakarta is generally supposed to be near to the ground, except for the consistency aspect of the working system and the leadership’s succession in the organization. The last one, the influence of the garbage management privatization to the performance of the Cleanliness Service of DKI Jakarta is relatively high, except for the garbage management segmentation in the structure of inhabitants living Jakarta is still low. Based on the above research that in general the performance of the Cleanliness Service of DKI Jakarta has not succeed yet. In the meantime, the factors influencing the performance of the Cleanliness Service of the province commonly less influences to the organization, except for the factors of the garbage management privatization that is apparently considered to be high enough for all performances of the Cleanliness Service of DKI Jakarta
