Implementasi UU No 22 Tahun 1999 di DPRD Kota Yogyakarta Dalam Kerangka Pelaksanaan Fungsi Pengawasan Dan Legislasi

lmplementasi UU no 22 th 1999 di DPRD Kota Yogyakarta telah dimulai bersamaan dengan dimulainya masa ketugasan DPRD periode 1999 - 2004. Hal ini ditandai oleh paling tidak dua hal. Pertama, UU baru tersebut telah dituangkan ke dalam Tata Tertib DPRO periode ini. Kedua, sepanjang tahun 2000 telah dihasilkan beberapa keputusan DPRD yang dasar pertimbangannya adalah UU baru tersebut. Menarik bagi penulis untuk meneliti bagaimana DPRD Kota Yogyakarta periode 1999 - 2004 mengimplementasikan UU no 22 th 1999 tersebut. Tujuan yang ingin dicapai adalah mengetahui proses irnplementasi kebijaksanaan UU no 22 tahun 1999 tentang Otonomi Daerah di DPRD Kota Yogyakarta. Sekaligus juga ingin mengetahui faktor-faktor yang mempengaruhi proses implementasi tersebut. Berdasarkan analisis dengan menggunakan faktor-faktor yang dianggap mempengaruhi implementasi, yaitu faktor kebijakan, organisasi, dan lingkungan diketahui bahwa terdapat peluang yang dimiliki dan tantangan yang menghadang DPRD untuk dapat mengimplementasikan kebijakan otonomi daerah dengan sukses. Peluangnya adalah tersedianya sarana dan dana yang cukup untuk mendukung pelaksanaan implementasi. Sedangkan tantangannya meliputi: rendahnya pemahaman terhadap kebijakan dan komitmen terhadap tugas sebagai wakil rakyat di kalangan anggota DPRD akibat rendahnya sosialisasi kebijakan; rendahnya kualitas SDM dikaitkan dengan tugas-tugas yang haws ditangani di parlemen; tata tertib DPRD yang bermasalah; lemahnya dukungan elit politik pusat dan propinsi terhadap implementasi otonomi daerah; tingginya kendali parpol terhadap anggota DPRD. Terhadap tantangan-tantangan yang ada tersebut maka DPRD Kota Yogyakarta harus segera melakukan upaya-upaya kreatif untuk mengatasinya, yaitu dengan cara: mengembangkan kualitas SDM anggotanya; meningkatkan kepahaman terhadap kebijakan otda; merevisi tatib; mengupayakan terciptanya koordinasi yang lancar dengan elit pusat dan propinsi; dan mengurangi daya kendali parpol tehadap anggota DPRD agar longgar dalam menyatakan aspirasi berdasarkan hasil pikirannya

The implementation of W no 22 th 1999 at DPRD Kota Yogyakarta has started together with the beginning of the work time of DPRD 1999-2004 period. This is shown at least by two indications. First, the newly legislated rules have been included in this period’s DPRD rules of conduct. Secondly, during the year of 2000 DPRD made some decisions on the basis of the new regulations. How DPRD Kota Yogyakarta 1999-2004 period implements UU no 22 ih 1999 really interests the researcher. The aimed objectives is to know the implementation process of UU no 22 th 1999 on Otonomi Daerah in DPRD Kota Yogyakarta and to analyze the chances and challenges influencing this process. In the analysis of factors influencing the implementation namely; policy, organization and environment factors, chances and challenges were found intercepting DPRD to implement the local autonomy policy successfully. The chances are the availability of enough medium and budget to support the implementation, while the challenges include the representatives’ poor understanding on the policy and lack of commitment to their duties, due to the lacking of policy socialization, poor human resources quality related to their duties, the problematic rules of conduct, low support from the provincial and central pditical elites on the local autonomy implementation, and the strong political party control to their representatives in DPRD. STm must attempt to overcome these challenges creativeIy by developing human resources quality of its members, improving the comprehension on local autonomy, revising the rules of conduct, coordinating effectively with provincial and central elites and decreasing the strong control of political parties to DRPR members in stating their aspiorations based on their own reflections.
