The title of this thesis is the National Civil Service Agency (NCSA) service analysis on determination of Decision letter and technical consideration as one of the institution providing direct service to civil servant society some basic logics for the chosen topic can be describe as follow, Firstly, service performance of an institutional in the future will be determine by civil servant society appraisal base on their own experiences in receiving services from an institution. The National Civil Service Agency (NCSA) has vision: Leading institution for word’s class civil service. But in the fact the NCSA of fire still often receive complains from civil servant society about mistake in the decision letter and technical consideration this is also happen in some other institution. There fore a performance analysis is needed as an future. In this thesis the written also focusing on aspect of organization performance and administration, with basic assumption that performance achievement determine by job description and implementation mechanism which is clear and strict as operational standard and the Audi ability of standard quality from the National Civil Service Agency (NCSA) on determining. Decision letter and technical consideration. Another aspect discussed in this thesis is in the implementation of quality aspect in service performance which is determine by civil servant society appraisal on real service from the National Civil Service Agency (NCSA). The society perception will then,be comp ride with service quality indicators such as the fast, easy, how cost and friendliness of the officer attitudes in the service on determining Decision letter and technical consideration
