Kajian Ekonomi Politik Komoditi Gula :: Studi Kasus Kebijakan Gula Di Jawa Timur

Terjadinya kemelut kebijakan komoditi gula di Jawa Timur merupakan fenomena yang telah terjadi selama beberapa tahun ini. Diawaii oleh kebijakan pemerintah tentang impor gula dengan bea masuk sebesar 0 %, yang menyebabkan masuknya gula impor secara bebas ke dalam negeri. Kebijakan ini mampu menurunkan harga gula sehingga bisa terjangkau oleh masyarakat yang sedang terkena krisis moneter. Namun kebijakan ini pula yang memunculkan masalah besar yang berlarut-larut sampai sekarang ini. Penelitian ini mengungkapkan bahwa kebijakan pemerintah tersebut tidak efekbf. Dari temuan yang ada, kebijakan ini hanya menguntungkan segelintir kelompok, sedang yang dirugikan adalah mayoritas masyarakat, baik itu produsen (petani tebu dan PG) maupun konsumen, yaitu masyarakat umum. Pemerintah Daerah Jawa Timur berupaya membuat kebijakan dengan mengakomodasikan kepentingan produsen gula dan konsumen, namun kebijakan tersebut tidak mampu mengatasi permasalahan, penyebabnya adalah ; pertama kebijakan yang dibuat bukanlah sebuah aturan yang memiliki kekuan hukum yang tegas dan kuat, kedua otonomi yang tidak mutlak mengakibatkan kebijakan daerah tidak boleh bertentangan dengan kebijakan pusat, sementara dalam kasus ini situasi di Jawa Timur bertentangan dengan situasi secara nasional. Dalam rangka mempertemukan berbagai kepentingan tersebut, dapat ditempuh hal-ha1 sebagai berikut : pertama, penataan kelembagaan dan koordinasi, sehingga dalam pembuatan kebijakan ini semua aktor kebijakan bisa satu tujuan, yaitu memperbaiki kondisi yang ada, kedua melaksanakan program penataan komoditi gula dalam jangka menengah dan panjang dengan tujuan akhir mampu swasembada gula menuju kemandirian nasional, dan yang ketiga mengintegrasikan industri gula dengan industri hulu, tengah dan hilir dengan mengakomodasikan industri berbasis bahan baku gula sehingga devisa yang didapatkan oleh negara lebih besar dan pendapatan petani juga meningkat.

The problem of sugar commodity policy in East Java is a phenomena which has taken place in the recent years. It is triggered by the government policy of the imported sugar with the import tariff 0% resulting in the free entry of imported sugar into Indonesia. The policy decreases the price of sugar can be affordable for the people in the monetary crisis to buy the sugar. However, the policy also causes a big problem which has not been resolved up to the present. This study is cover up to the government policy that is not effective. Based on the data, only a handful groups which are benefited from the policy, while the majority of the people to sustain a loss, both the producers (the sugar cane farmers and the sugar factory) and also the consumers representing the people in generally. The local government of East Java tries to make a policy to accommodate the interests of the producers and the consumers. However, the policy can not solve the problem, because ; first, the policy is not a regulation which has law enforcement; second, the inabsolut local autonomy caused the local policy can not be in contrast to the policy of central government, while in the case the problem of the local government of East Java is in contrast to the national situation. To accommodate of the different interest, some following ways may be used: first, coordination and the institutional building must be conducted so the policy is made by all parties concerned with one aim to improve the existing condition; second, to implement the arrangement programme of the sugar commodity in the middle and long term with the ultimate objective of self-sufficiency in the sugar supporting the national independence and third, to integrate the sugar industry with upper stream industry, middle stream industry and the lower stream industry to accommodate the sugar-based industry so the earned of the government foreign exchange and the income of the farmers will be increase
