Keberhasilan Pembangunan sektor pariwisata tidak hanya tergantung pada peran pemerintah, tetapi juga peran masyarakat. Peran pemerintah dalam ha1 ini adalah pemerintah pusat dan pemerintah daerah .Dalam era otonomi daerah sekarang ini, pemerintah daerah adalah pihak yang paling berkompeten dalam pelaksanaan pembangunan. Dinas Pariwisata dan Kebudayaan Kabupaten Gunungkidul sangat berkepentingan terhadap upaya pengembangan objek wisata minat khusus hutan Bunder. Disamping itu sebagai pihak yang memiliki peran fasilitator, guiding, serta supporting, secara tidak langsung posisi atau peran yang disandang adalah cukup strategis dalam mewujudkan visi dan misi pembangunan pariwisata. Perencanaan strategis merupakan suatu proses yang berorientasi pada prosedur dan hasil yang ingin dicapai oleh suatu organisasi/dinas pariwisata selama kurun waktu 1 (satu) sampai 5(lima) tahun, dengan memperhitungkan potensi meliputi lingkungan internal atau kekuatan dan kelemahan ( sumber daya manusia, sumber daya alam, sumber dana ), lingkungan eksternai atau peluang dan ancaman (faktor politik, faktor ekonomi,faktor sosial dan faktor teknologi) serta ling kungan pi ha k-pihak berkepentingan lain n ya (stakeholder). Metode penelitian adalah deskriptif kualitatif , dengan menggunakan teknik analisis SWOT, guna mengidentifikasi lingkungan eksternal dan internal sehingga dapat diperoleh isu-isu strategis ' yang akhirnya dapat dijadikan alternatif strategis dalam pengembangan pariwisata minat khusus hutan Bunder. Atas dasar analisis SWOT akhirnya dapat ditemukenali 5(lima) isu-isu dianggap strategis seperti (1) Mengembangkan produk wisata minat khusus berbasis petualangan dan pendidikan. (2) Meningkatkan Kemampuan Sumber Daya Manusia internal, swasta, masyarakat. (3) Mendorong kerjasama antar lembaga-lembaga terkait. (4).Mengembangkan pasar wisata minat khusus berbasis petualangan dan pendidikan. (5) Kampanye Sadar Wisata dengan tema kamtibmas, peningkatan ekonomi masyarakat, dan menjaga kelestarian ling kungan. Hasil akhir pengembangan objek wisata minat khusus hutan Bunder adalah produk terpadujni dimaksudkan untuk memadukan pengelolaan, jenis kegiatan dan tujuan kegiatan meliputi pertarna, pengembangan produk wisata pendidikan dipadukan dengan wisata petualangan,kedua, produk wisata pendidikan dan penelitian ekowisata Wanagama dipadukan dengan penjelajahan hutan(traking dan hiking) hutan Bunder. Rekomendasi yang dapat disarankan penulis adalah : 1) Sudah saatnya masyarakat lokal diberi akses yang lebih besar dalam proses pembangunan,sehingga posisi tawar menawar mereka menjadi lebih berdaya. .2) perlunya ketersediaan sumber daya teknologi dan informasi pariwisata untuk merespon tantangan global serta peluangnya.3) perlu kebijakan baru tentang kebijakan wisata minat khusus ; 4) perlunya peningkatan kualitas pelayanan kepada wisatawan dikaitkan dengan perencanaan SDM. 5).perlu Komite Disiplin usaha wisata minat khusus.6) perlu Kebijakan Pengelolaan Wisata Minat Khusus Terpadu.1

The goal of tourist development does not only depend 9/ on government role but also to take part of societies. The government is the most competent important actor in guiding and directing this development. The Gunungkidul District of the Cultural and Tourist Office has a lot of enthusiasm to develop the special interest tourism Hutan Bunder. Therefore, its position as a facilitator offering indirect support and guidance to the development of its tourist industry, is of a high significant strategy to the achieving of the aim. The commodity of tourist industry is one of income resources to give expected and to open the job opportunity, and to protect the preserve the nature conservation. However, the competitive advantage has not been optimalized function as the assets capable to produce significant revenue. In the otherside , the failure in implementing many policies and tourism development program determined by regional government (RIPPD) is largerly caused by the turbulence taking place globally, that is economic empowerment strategic oriented is crusial factor and the key of the success in the tourism. Therefore, the thesis intends to analyze : “How is the ideal strategy of cultural and tourist office Gunungkidul district in developing special interest tourism bunder forest ”. The method research used descriptive qualitative method by SWOT technical analysis to identify external and internal environment it can be obtained strategic issues to be strategic alternatives in ,developing special interest tourist ihutan Bunder Gunungkidul district. After SWOT analysis, the following managerial strategies were indentified as important in improving on the performance of the tourist industry. There is a need : 1) The development of special interest tourism have as a based on education and adventure. 2) The increasement of human resources and to improve of impowerment society and private entrepreneur.3) The integreted networking between central Government and private ,society . 4) The development of special interest tourism market have as a based on education and adventure tourism.5) More propagation and campaigns for tourism, society economically increased and to protect the natural conservation. The finally,type development of special interest tourism is intergrated product, meant that is to manage between the aim and activity type as follows : 1)The development of education tourism product is integreted with adventure tourism. 2)Education tourism product and ecotourism reseach is integreted with Wanagama and Bunder Forest. Given the above summarized study findings, the researcher have the following recommendations : 1) it is necessary for the service quality promotion about tourist is associated with Human Resources plan. 2) There must be Human Resources readiness, availability of effective technology, and reliable information system, responsive enough to the current global challenges and opportunities.3)Utillization of research results on tourism from various institutions must be stressed.
