Kinerja perencanaan Bappeda Kota Jayapura seiama ini belum menunjukkan had yang optimal, baik dari indikator input, proses maupun outputnya Untuk itu dilakukan pengkajian menddam dengan metode penelitian kualitatif deskriptif guna menggambarkan kondisi rendahnya kinerja perencanaan sertastrategi peninghannya Rendabnya kineja perencanaan ini disebabkan oleh faktor internal dan ekstemal. Oleh karema itu dalam era reformasi dan transparansi perlu dilakukan upaya perbaikan kineja yang lebih baik, sehingga mampu bersaing dalam menyusm program pembangunan yang lebih baik dan lebih aspiratif dengan rnemperhhngkan perubahan dan perkembangan lingkungan yang semakin cepat. Untuk itu Bappeda perlu berpikir dan bertindak strategis secara lebih baik dan lebih serius melalui pendekcltan manajemen straregis. Pendekatan ini dilakukan melalui analisis lingkungan internal dan ekstemal dengan model analisis SWOT, sehhgga dapat mengidentiiikasi kekuatan dan kelemahan internal serta peluang dan ancaman ekstemal. Selanjutnya dilakukan pemetaan interaksi faktor antara S dengan 0 dan S dengan T serta antara W dengan 0 dan W dengan T. Hasil pemetaan interaksi faktor ini dirumuskan 4 (empat) Isu Strategis dan dilakukan pengujian untuk menentukan tingkat kestrategisannya melalui Test Litmus. Isu strategis tersebut dijadikan.sebagai lmdasan perumusan strategi. Rumusan strategi tersebut meliputi, pertam, Strategi peningkatan manajemen perencanaan p e m b a n m Mua, strategi peningkatan manajemen sumber daya manusia dan kelembagaaq ketiga, strategi peningkatan perencaman anggaran dan pengawasan; keempat, strategi peningkatan Bappeda menjadi lembaga responsif". Strategi-strategi ini diharapkan dapat meningkatkan herja perencanaan Bappeda Kota Jayapura dalam rangka melaksanakan mandat dan misinya sebagai lembaga koordinasi perencanaan pembangunan daerah yang lebih baik, lebih transparan, lebih asp-, lebih akuntabel dan lebih profesional, sehingga mampu menjawab berbagai tuntutan dan keinginan masyarakat melalui program pembangunan yang dirumuskan bersama dan dengan koordinasi berbagai lnstansi Teknis dan komponen masyarakat. Dengan demikian diharapkan &an mewujudkan gambaran m a depan Bappeda yang diinginkan melalui visinya yaitu "menjadikan Bappeda sebagai lembaga koordinasi, pengendali dan penilai hail pembangunan daerah yang tepat waktu, mat sasaran dan tepat hgsi

Planning performance of Jayapura munipical Board of Regional Planning and Developmat (BAPPEDA) has not shom maximum outcomes based on input, assesment, process and output indicators. Therefore, an extensive study in conducted to investigate the couses of low planning performance in Jayapura Munipid Board of Reginal Planning and Development using descriptive and qualitative study method to describe the low planning performance and to establish its inprovement m. The low planning performance is mainly coused by some mtemal and srtemal factors resulting in the decreasing performance within the Board. These factors therefore lead to the decrease of the planning performance. Therefore, in the reform and transparent effort for changes and better system to improve performance must be initiated to be able to compete in planning better development programs. In eddition, the board is olso expected to be more sensitive to respond to the quick change and development of the environment. This approach is carried out using SWOT analysis model to identi@ the internal strength and weaknesses; and the external opporhmity and threat Hence, a factor interaction mapping will be made betweem S and 0 between S and T; between W and 0; and between Wand T. Based on the results of the factor interaction mapping, 4 (four) strategic issues will be formulated and verified to determine the level of strategic using innus Test, The strategic isme will be used as the basis to formulate strategy. The Strategic formulation includes four aspects; fzrst, the strategy to improve management of development plmuling; second, strategy to improve management of human resources and organization; third, strategy to improve budget allocation and supervision; and fiwth, strategy to improve BAPPEDA to be a respomsive institution". These strategies are expected to improve the planning performance of Jayapura Munipid Board of Regional Planning and Development to cany out the mandatory and mission as a coordinating institution to promote better and more transparent, inspiring, accountable, professional regional develompent planning. Therefore, it will be able to llfil all the demands and needs of the people through the development programs formulated togather by coordinating with other technical ofices and components ofthe society. Thus, it is expected that BAPPEDA will realize its future image through its vision; namely, "to make BAPPEDA as the coordinating institution, controller and assessor of the regional outcomes which is punctual, effective and efficient
