Hubungdn Legislati[ dan Eksekutif Daerrah ddam proses perurnusan peratwan daerah pada mastd orde bani, mulai dari drafhya samapai peraturan daerah itu disyahkan kesemuanya didominasi oleh Eksekutif tanpa ada perubahan sedikitpun dari Legislatif. Dengan diberlakukannya Undang-Undang Nomor 22 tahun 1999 tentang Pemerintahan Daerah dan seiring dengan gencarnya reformasi Gibidang politik telah membuka jalan Ledslatif’ untuk memproses disertai -mengubah perumusan peraturan daerah yang diajukan Eksekutif. Pennasalahdl dalarn penelilian addah : 1) Bagdimana perubahan poh hubungan antara kmbaga Eksekutif-Lebslatif dalam pemmusan Pemturan Daerah 2) Apa kelebihai dan kekurangan perubahan pola hubungan antara Iembaga Eksekutif dan Legislatif dalam proses perumusan Peraturan Daerah Proping Sumatera Selatan. Peiielitian ini menggunakan metode kualitatif, dengan maksud untuk niendapalkan deskripsi yaiig ntendalani iiieiigenai hubungan Legislalif clan Eksekutif daeralta daltun proses perumusan peratwan daerdh. Paigumpulan data dengm mennggunakan teknik wawancard mendalam, dokumentasi. Lokasi penelitian di Pemda Propinsi Sumatera Selatan dan DPRD. Hasil penelitian menun-jukkan bahwa ddam pembahasan peraturan daerah tentang Susunan Stnlktur Organisasi Sekretariat Daerah Propinsi Sumatera Selatan, sesuai dengan Undang-Undang Nomor 22 tahun 1999 telah berlangsung lebili baik dibaitdingkan dengan inasa sebelunmya (orde baru). Tahap-tahap penhicaram yang telali diatiu dalatti Tala Tertib DPRD dilalui dengan baik dan terjadi diskusi publik. Dimana pendapat dari anggota itu sangat dihargai, sehingga kelebihan Perda yaig dibahas bersama itu menjadi akuntabilitas, efektif dan demokrasi dalam arti seja.jar sebagai mitra Eksehitif. Walaupun disana-sini tnasih ada kekurangan terutama pada anggota Legislatif seperti SDM, cara reknitmen anggota dan kendala dari tata tertib DPRD. Tayi walaupun ielalt ada kebebasan nieiigajukan pendapat, sampai sekarmg belum ada Pwaluran Damah yang dibalias atas inisiatif anggola DPRD. Semuanya Raperda masih didominasi oleh Eksekutif.

The relation of Legislative and local Executif in he formulation process of local ordinatice in Uie period of tlie new orde, staterd from tlie draft up to the local ordenance is legalized completely dominated by the Executif without any changing of the Legislative by the application of the ordanance number 22. 1999 about tlie local government and in I the same time by the repeatedlyreformation in the political field have been opened the way for Legialative to process the local ordenance formulation given by the Executive. The problem of the research are : 1) How are the realization of the relation patteii between tlie board of Executive - Legeslative in the formulation of tlie local ordoriarice. 2) Wlia~ the benefit and weaknessof the relation pattern changing between the bord of Executive - Legeslative in the local ordinance formulation of South Sumatera province. This research uses quantitative method, by the aim of the deep description about the relation of Local Legislative and Executive in the procees of local ordonance formulation. The collecting of data uses the the interview Lecliiiique deeply, ducuiiientation. Tlie localioii of tlie research in South Suniatera Province and the Local people’s representative. Tlie output of the research shows that in the discussion of Local ordanance about the agreement Secretariat Organization Structure Of South Sumatera Province, in accordance with ordanance number 22. 1999 has been going on better than the former area (new orde). The steps of the discussion have been ruled by discipline ruled of the board Local people’s representative done well and the public discussion happened in which the opinion of the members is appreciated, so 1lie benefit of local tules wliich are discussed together become accountable, erective and dmocratist in the meaning of eguality as the team of Excecutive. Although there are some weakneses especially in the member of Legislative such as human resouce, the way of recruiting the members and the haudicap fiom the discipline rules of the local people’s representative board. But although there has been fredom to tell the opinion, up to now there hasn’t been the local rules wliicli are discussed by the initiative of the local people’s representative board mernbas. All of the local rules are still dominated by the Excecutive.
