Penelitian ini merupakan suatu evaluasi dari pembangunan proyek Pangkalan Pendaratan lkan (PPI) Carocok, Kabupaten Pesisir Selatan , Propinsi Sumatera Barat. Tujuannya adalah untuk mengetahui layak atau tidaknya pembangunan proyek PPI tersebut yang ditinjau dari aspek finansial kemudian ingin mengetahui distribusi manfaat yang ditimbulkan dari keberadaan proyek dimaksud baik bagi nelayan maupun bagi Pemerintah daerah dan masyarakat. Sebagai alat Bantu dalam analisi ini digunakan penilaian kriteria investasi melalui metode analisis biaya manfaat. Mengingat dalam penelitian ini ada dua kelompok sasaran yang berbeda dari segi penerimaan manfaat yaitu target group ( nelayan ) dengan Non target group ( Pemda dan masyarakat lainnya ). Untuk melihat kelayakan dan efek distribusi manfaat serta sensitivitas digunakan tiga skenario yaitu skenario I melihat kelayakan proyek secara finansial, sedangkan skenario I1 mempertimbangkan kelayakan pembangunan proyek dari efek distribusi yang diterima oleh kelompok sasaran dengan pembobotan yang berbeda terhadap manfaat yang diterima kelompok sasaran. Skenario 111 tujuannya menlihat sensitivitas proyek terhadap perubahan biaya investasi maupun harga ikan. Dengan menggunakan discount rate 16% pertahun, perhitungan skenario I menghasilkan NPV sebesar Rp. 1.026.336.760,- dengan nilai Net B/C sebesar 1.19, dan nilai IRR sebesar : l8,l%. Pada skenario I ini menunjukan bahwa proyek tersebut layak untuk dilaksanakan. Setelah analisis ini dilanjutkan ketahap skenario 11, maka diperoleh hasilnya adalah nilai NPV sebesar Rp. 16.343.284.880,- dimana keuntungan yang diterima tersebut 856% dinikmati oleh nelayan dalam bentuk peningkatan income dan efisiensi biaya transportasi , sedangkan 13,4% diterima oleh Pemerintah daerah dalam bentuk retribusi lelang ikan dan tambat kapal. Untuk nilai Net B/C diperoleh 3,8 dan nilai IRRnya 51 '8%. Sedangkan untuk analisis sensitivitas menunjukan proyek tersebut sensitive terhadap turunnya harga ikan sebesar 10%. Dengan demikian dapat disimpulkan bahwa pembangunan proyek Pangkalan Pendaratan lkan (PPl) di Pantai Carocok Layak untuk dilaksanakan dan bermanfaat bagi nelayan dan pemerintah daerah serta masyarakat. Rekomendasi yang diajukan dalam penelitian ini agar supaya PPI dapat berjalan sebagai mana yang diharapkan adalah sebagai berikaut : 1). Pemerintah daerah dalam waktu dekat harus memprogramkan pengadaan kapal tonda bagi nelayan atau memodifikasi kapal bagan menjadi kapal tonda sehingga produksi ikan segar meningkat dengan jalan pemberian fasilitas kredit baik perorangan maupun kelompok. 2). Perlu pembinaan petani ikan jaring apung yang ada di Teluk Carocok sehingga produksinya dapat dilempar di TPI . 3). Penguatan kelembagaan ditingkat nelayan perlu dilakukan dan dibina sebagai wadah bagi nelayan untuk mengembangkan usahanya baik antar nelayan maupun dengan pemerintah daerah. 4). Pembagunan yang berwawasan lingkungan perlu menjadi perhatian pemerintah daerah dan masyarakat dalam pengelolaan sumberdaya alam.

This research is an evaluation ofa project building offish landing yard ( PPI ) in the bay of Carocok, Pesisir Selatan Regency, the province of’ West Sumatera. The purpose of this research is to know whether a project building of tish landing yard is suitable or unsuitable in the sector 0f financial and 10 know the advantages distribution appeared from the existance of project both target group ( fisherman ) and non target group ( local government and public ). In order to support this analysis it is used the estimation of investment criteria through the analysis method of advantage cost. Considering of this research, there arc two different target group from the sector of advantage acceptance namely the target group ( fisherman ) with non target group ( Local Government and Public ). In order to scc the feasibility and the effect of advantage distribution, it is used two scenario namely scenario I is to see the feasibility of project building obviously without considering the effect of distribution whereas scenario 11 consider the feasibility of project building accepted by target group by doing different quality toward the advantage acceptcd by the target group. The purpose of scenario 111 is to know the sensivity of project to the change of both investment cost and the selling cost of fish. By annual discount rate of 16% the estimation of scenario I produces NPV is Rp 1.026.336.760 with the value of Net f 3 K is I . 1‘9 and the value of IRR is 18,1%. In scenario I it shows that if it is considered !,y the sector of financial to the government’s project, it is suitable to be implemented. In the analysis of scenario II, it shows that the value of NVP is Rp 16.343.284.800 in which the target group ( fisherman ) have a chance to benefit from the profit accepted is 85,60/0 into the increasing income, and the efficiency of transportation expense, whereas I3,40/0 is accepted by the Local Government into the retribution of fish auction arid boat tether. The value of Net B/C is 3,8 with the value of IRR is 5 1,8U/u, whereas the analysis of sensitivity shows that this project is sensitive to the decreasing of the selling cost of fish is 10%. As conclusion of this, the project building of fish landing yard ( PPI ) in Carocok Beach is suitable to be implemented and useful for the fisherman, Local Government and Public. The submitted recommendation of this research is that the fish landing yard ( PPI ) could be done as well as expected, hoping that ; 1.The Local Government must have planned the supply of Tonda boat for the fisherman in a short term or modified Bagan boat turned into Tonda boat so that the production offresh fish increases by giving the facility of credit both individually and in group. 2.It needs a special training for the fisherinan of floating - net in the bay of Carocok so that its production could be placed in TPI. 3.The reinvorcement of organisation in the level of fisherman needs to be implemented and trained as coordinating institution for the fisherman to improve their initiative or effort among them and with the Local Government. 4.The development with the environment perspective needs attention from the Local Government and Public in a processing of natural resource.
