Paradiplomasi dalam Hubungan Internasional: Identifikasi Kepentingan Jawa Timur dalam Kerjasama Sister Province dengan Australia Barat

Kemunculan aktor-aktor baru dalam hubungan internasional menyebabkan konsepsi kedaulatan tradisional mulai bergeser. Saat ini, negara tak dapat dipandang sebagai satu-satunya aktor dalam hubungan internasional. Hal ini memunculkan adanya transformasi dalam hubungan internasional. Salah satu wujud transformasi hubungan ini adalah dengan adanya fenomena paradiplomasi. Fenomena paradiplomasi memungkinkan entitas subnegara untuk melakukan hubungan dengan entitas subnegara di negara lain. Adapun salah satu wujud paradiplomasi adalah kerjasama sister province, atau kerjasama antarprovinsi internasional. Sebagaimana kerjasama-kerjasama lain pada umumnya, paradiplomasi berisi sejumlah kepentingan di baliknya. Skripsi ini akan membahas apakah kepentingan suatu provinsi di dalam paradiplomasi, dan bagaimanakah kepentingan tersebut dipenuhi dalam kerjasama sister province. Penulis mengangkat ilustrasi Jawa Timur (Indonesia) dan Australia Barat (Australia), sebuah contoh kasus sister province yang telah berjalan lebih dari 20 tahun.

The emergence of new actors of the international relations has caused the traditional concept of sovereignty to shift. Currently, the state cannot be perceived as the only actor in the international relations. This has caused a transformation in the international affairs. One of the transformations is the advent of paradiplomacy concept. This phenomenon enables the sub-state entity to conduct affairs with other sub-state entities abroad. Furthermore, one example of paradiplomacy is sister province cooperation, or international province twinning. Just like the other forms of cooperation, paradiplomacy consists of a set of interests. This undergraduate thesis will examine what are the interest of a certain province in a paradiplomacy, and how the interests are fulfilled through the sister province mechanism. The author examined it using the illustration of East Java (Indonesia) and Western Australia (Australia) sister province program, an case of paradiplomacy which has been lasting for more than 20 years.
