Analisis kinerja birokrasi di lingkungan sekretariat daerah Propinsi Irian Jaya

Penelitian terhadap kineja kelembagaan Birokrasi di Lingkungan Sekretariat Daerah Propinsi Irian Jaya berpangkal tolak dari fenomena rendahnya kineja pemerintah Propinsi yang merupakan akibat kontradiksi antara kondisi normatif dengan kondisi empirik. Tujuan dilakukannya penelitian terhadap fenomena tersebut untuk menemukenali sampel penyebab dari mencoba menawarkan langkah pemecahan sebagai altematif guna meningkatkan derajat kemampuan kinerja kelembagaan Birokrasi pemerintahan yang kurang baik menjadi kemampuan kineja yang efisien dan efektif dalam penyelenggaraan h g s i pemerintahan yaitu pelayanan (service), pem berdayaan (empowerment) dan pem bangunan (development) supaya tetap konsisten dalam pelaksanaan fungsi tersebut. Tujuan penelitian ini adalah: 1) Untuk mengetahui bagaimana kineja Selcretariat Daerah Propinsi Irian Jaya , 2) Untuk mengidentifikasi faktor-hktor apa yang mempengaruhi keneja Sekretariat Daerah Propinsi Irian Jaya. Cara untuk mengungkapkan simpul penyebab rendahnya kineja kelembagaan Birokrasi pemerintah ditempuh melalui dokumen-dokumen yang berkenan dengan variabel yang diteliti, kuesioner, wawancara dan isian khusus untuk menjaring data kelembagaan sehingga mengetahui derajat pemahaman pelaku terhadap fenomena digunakan analisis secara deskriphy kuantitatif serta diinterpfetasikan secara kualitatif dan diukur menurut Skala Likert. Berdasarkan had penelitian diketahui bahwa kineja Sekretariat Daerah dipengaruhi oleh : kepemimpinan, struktur organisasi dan sumberdaya merupakan sampel utama penyebab rendahnya kineja kelembagaan birokrasi pemerintah di lingkungan Sekretariat Daerah Propinsi Irian Jaya. Langkah pemecahan yang ditawarkaw sebagai alternatif adalah; (a) upaya meningkatkan kedisiplinan; (6) upaya penyesuaian terhadap organisasi dan komplekitas beban tugas; (c) upaya pengetatan terhadap penggunaan biaya dan material melalui kontrol ketat; (d) Upaya penerapan kepemiqinan yang tepat (e) upaya peningkatan kualitas dan kemandirian aparatur yang terapresiasikan melalui peningkatan profeisonalisme aparatur untuk menghadapi tugas pengabdian dan tantangan masa depan.

The research of institutional performance for bureaucracy in environment of regional secretariat of Irian Jaya province, was begun from low performance of Province Government caused by the contradiction between normative and empiric condition. The purpose of this research to the institutional performance for bureaucracy in environmet of regional secretariat of Irian Jaya Province the cause sample in term of offering the solution as the alternative to improve the performance of the bureaucracy institution in order to become an effective and efficient performance involving service, empowerment, and development consistently as the function of performance. The research purposes to : 1) identify the reason of how secretariat performance of Irian Jaya province, 2) identify the factors influencing what secretariat performance of the province. The method to explain the cause of the lack of the performance of government - bureaucracy institution was accomplished through documents in term of the variable researched, questionnaire, interview, special form to obtain institutional data so that it is found out the practitioner’s understanding degree to the phenomenon by using the descriptive and quantitative analysis and measured based on the Likzrf Scale. According to the result of the research indicates that the institutional performance regional secretariat relates with the job: 1 ) leadership,2) organizational structure 3) resource denote the main sample affecting the low institutional performance in the environment of regional secretariat of Irian Jaya Province. The solution suggested as the alternatives are ; a) effort to increase discipline; b) effort to adapt to the organization and the complex responsibility; c) effort to tight to use fund and materials through tight control; d) effort to over of creese sheath the leadership which right; e) effort to increase the quality and autonomous officials appreciated through improving officials professionalism to face dedicative duties, and constrains in the future.
