Strategi peningkatan kinerja organisasi :: STudi kasus pada Dinas Pendapatan Daerah Kota Palembang

2002 | Tesis | Magister Administrasi PublikPELAKSANAAN kegiatan Dipenda Kota Palembang sebagai organisasi publik di bidang pengelolaan pemungutan pajak dun retribusi masih terhalang oleh banyaknya kelemahan baik pada aspek input, proses manajemen maupun kinerjanya. Tesis ini mencoba mengelaborasi strategi peningkatan kineja organisasi meialui model pendekatan manajemen strategi. Pendekatan ini menggali dun mengidentifikasi isu-isu strategi berdasarkan analisis lingkungan dan kemudian menawarkan strategi atas respon isu-isu strategis. Dan penelusuran mandat dun misi organisasi serta analisis SWOT yang disertai tes litmus diperoleh tujuh isu strategis, yakni:l ) Perlunya redefinisi misi; 2) Lemahnya sistem informasi; 3) Belum optimalnya potensi PAD; 4) Minimnya SDM yang berkualitas dun profesional; 5) Lemahnya penegakan hukum; 6) Lemahnya kultur organisasi; 7) Rendahnya kredibilitas organisasi. Adapun strategi yang ditempuh dun dikembangkan untuk merespon ketujuh isu strategis tersebut: 1) Strategi WO berupa redefinisi misi dengan menggodok ulang misi organisasi benama staf bawahan dun mengorientasikan misi pada aspek pelayanan; 2) Strategi WT berupa perbaikan sistem informasi pajak daerah dengan menyesuaikan dun menambah kualitas software, mengalokasikan dana, menyamakan persepsi dengan dinas terkait lain; 3) Strategi SO berupa meningkatkan potensi PAD dengan menambah objekhubjek pajak, melakukan sampling objek-objek pajak potensial, meningkatkan besarnya penetapan pajak, mengubah tarif pajak secara berkala, mengurangi tunggakan, memberi penyuluhan per tri wulan; 4) Strategi WO berupa membenahi manajemen SDM dengan memberlakukan kompetisi antarpetugas pelayanan, membenkan penghargaan bagi pegawai berprestasi, bekejasama dengan bankl atau kantor pos untuk pembayaran pajak guna menghindari tatap muka yang sering berujung pada kolusi; 5) Strategi ST berupa penegakan hukum dengan menekan sekecil mungkin penyalahgunaan wewenang berupa penggiliran pegawai per enam bulan, memberi sanksi hukum berupa penurunan pangkat dun membayar ganti rugi bagi aparat yang menyalahgunakan wewenang, memberi hukuman pidana kurungan dun denda bagi wajib pajak yang lalai/sengaja tidak mengem balikan SPPD, mendorong masyarakat untuk mengawasi pelayanan petugas; 6) Strategi WO berupa membenahi kultur negatif organisasi dengan mengubah pendekatan hirarkis menjadi pendekatan kolaborasi, mendelegasikan wewenang kepada bawahan, membuka hotline sebagai akses dari masyarakat ke pimpinan, mengevaluasi per enam bulan sekali kinerja atasan, bawahan dun sesama pegawai; 7) Strategi WT berupa meningkatkan kredibilitas organisasi dengan menyamakan persepsi melalui pertemuan rutin per 1-3 bulan, mendorong pembentukan dewan pengguna jasa yang bertugas mengontrol penyelenggaraan pelayanan publik.
The implementation of Dipenda in Palembang City, as a public organization which concerns tax and charge collection, is still having some barricades caused by the weakness in input aspect, management process and the performance. This thesis tries to elaborate the organization performance improvement strategy through the model of strategic management approach. The approach would give insight and identify all strategic issues based upon environment analysis, then offer a form of strategy as a response of strategic issues. From the mandate research and the organization mission, and also the SWOT analysis which is attached by litmus test, there are seven strategic issues achieved: 1) The necessary of mission redefinition, 2) The weakness of information system, 3) NOn optimal PAD potency, 4) Lack of qualified and professional human resources, 5) The weakness of law establishment/ supremacy, 6) The weakness of organization culture, 7) The fow level credibility of organization. The strategy which is planned for responding those seven strategic issues, consist of: 1) WO strategy is mission redefinition by rebuilding the organization mission together with all staff within, and to orient the mission to service aspect, 2) WT strategy is the recovery of information system of regional tax by adjusting and increase the software's quality, fund allocation, perceptive balancing with other related institution, 3) SO strategy is an effort to increase the PAD potency through adding the taxes object or subject quantity, making of object sampling of potential tax, increase the amount of tax, periodically change the number of taxes, minimize the unpaid taxes, and giving the quarterly tax training, 4) WO strategy is the improvement of human resources management by arranging a competition or contest among the service officers, and giving pride to success officers, having cooperation with banks and post offices in tax payment to avoid the face to face process which often ends in collusion, 5) ST strategy is a law establishment that suppressing the power abusing as much as possible by turning the officers to different segment twice a year, giving the punishment to guilty officers, and establishing the prison and money fine-punishment to the person who did not give back the SPPD, supporting the society to watch the officers performances, 6) WO strategy is recovering the negative culture of organization by changing the hierarchy approach to collaboration approach, delegating the authority to the staff, hotline opening as the access tools between the society and the leadership of organization, semiannually evaluation for boss, partner, and staff performances, 7)WT strategy is to increase organization credibilfy by perception balancing by regular meeting for 1-3 month, giving the strength to build customer board that have the task to control the public service implementing.
