RANCANGAN E-LEARNING UNTUK PENINGKATAN PELAYANAN PENDIDIKAN DI POLITEKNIK KESEHATAN BENGKULU

Latar Belakang: Politeknik Kesehatan Bengkulu saat ini menyelenggarakan tujuh jurusan dan sepuluh program studi dengan mahasiswa yang tersebar di delapan Kabupaten dan Kota di Propinsi Bengkulu. Banyaknya jurusan dan program studi yang ada memerlukan pengelolaan pendidikan yang baik agar potensi permasalahan dalam proses belajar mengajar dapat dihindari. Sistem pembelajaran konvensional dapat menimbulkan potensi adanya perbedaan akses mahasiswa dalam mendapatkan pelayanan pendidikan seperti perbedaan dosen pengajar, bahan kuliah, materi ajar maupun layanan uji kompetensi. Untuk menjembatani permasalahan tersebut perlu dibangun sebuah media pembelajaran berbasis Teknologi Informasi yang dapat mempermudah akses mahasiswa memperoleh layanan pendidikan yaitu dengan menggunakan e-learning. Tujuan Penelitian : Menghasilkan prototype media pembelajaran e-Learning yang sesuai kebutuhan Politeknik Kesehatan Bengkulu. Metode: Penelitian ini menggunakan metode Action Research dengan pendekatan deskriptif kualitatif. Penelitian dilakukan tahun 2014 di Politeknik Kesehatan Bengkulu. Sampel terdiri dari mahasiswa, dosen dan pengelola akademik yang di pilih menggunakan teknik purposive sampling. Data dikumpulkan menggunakan wawancara terstruktur dengan bantuan kuesioner dan observasi lapangan. Untuk menjamin validitas data dilakukan dengan menggunakan metode triangulasi sumber. Hasil analisis dari triangulasi sumber data digunakan sebagai penentu kebutuhan dalam pembuatan prototype e-Learning Politeknik Kesehatan Bengkulu. Hasil: Fitur-fitur yang butuhkan dalam pengembangan aplikasi e-Learning meliputi adanya: 1). Fasilitas download dan upload materi perkuliahan, 2). Kuis Online, 3) Fasilitas download dan upload tugas, 4). Forum diskusi (chatting), 5). Panduan penggunaan aplikasi, 6). Informasi tugas mata kuliah, 7.) Informasi Kuis, dan 8). Informasi nilai mahasiswa. Evaluasi terhadap prototype e-learning menggunakan nilai proporsi dengan hasil sebagai berikut: Variabel content mendapat nilai 4.53, variabel format mendapat nilai 4.42, variabel accuracy mendapat nilai 4.41, variabel timeliness mendapat nilai 4.38, variabel ease of use mendapat nilai 4.51, variabel security and privacy mendapat nilai 4.65, variabel Speed of platform response mendapat nilai 4.42. Secara menyeluruh prototype e- Learning mendapat nilai proporsi 4,7 dari skala 1–5 yang berarti prototype e- Learning diterima. Kesimpulan : Pada pengembangan aplikasi e-learning Politeknik Kesehatan Bengkulu diperlukan adanya fasilitas download dan upload materi perkuliahan, kuis Online, download dan upload tugas, forum diskusi, panduan penggunaan aplikasi, informasi adanya tugas dari dosen, informasi adanya kuis dan adanya informasi nilai mahasiswa.

Background: Polytechnic of Health in Bengkulu now arrange seven department with ten programs with the students distributed in eight regencies and municipalities. These departments and programs need good education management in order the potential of problem in teaching and learning process can be avoided. Conventional learning system able to rise a potential for different access for the student to get education service such as differentiation in lecturer, lecture materials, teaching materials and competency examination service. To bridging these problems need to be build any Information Technology based learning medium that able to ease the student access to get education service that is by use e-Learning. Objectives: To produce prototype of learning medium by e-Learning that appropriate to the need in Polytechnic of Health in Bengkulu. Methods: This study used Action Research Method by descriptive qualitative approach. Study was performed in 2014 in Polytechnic of Health in Bengkulu. Sample consist of student, lecturer, and academic management (administration) who were selected by purposive sampling technique. Data was collected used structured interview by questionnaire and field observation. To assure the data validity was performed triangulation method. The result of analysis by triangulation of data sources was used as a determinant of the need to make e- Learning prototype in Polytechnic of Health in Bengkulu. Results: The need on data and information for e-Learning application in Polytechnic of Health in Bengkulu include 1). The availability of lecture materials download and upload facilities, 2). The availability of Online quiz , 3) download and upload facilities for the tasks, 4). Discussion forum (chatting), 5). Guidance for application utilization, 6). Information on lecture item tasks, 7.) Information on quiz, and 8). Information on performance value of the study. The result of evaluation on e-Learning prototype to the content variable was 4.53, for format variable was 4.42, accuracy variable was 4.41, timeliness variable was 4.38, ease of use was 4.51, security and privacy variable was 4.65, Speed of platform response variable was 4.42, In general (total) the e-Learning prototype got value of 4,7 in 1–5 scale that means this can be accepted. Conclusion: In the development of e-learning application, Polytechnic of Health in Bengkulu need a download and upload facilities for lecture materials, online quiz, download and upload for the tasks, discussion forum, guidance for application utilization, information on tasks from the lecturers, information on quiz and information on their academic performance value.
