Mengungkap presidential party di Indonesia (Studi kasus Partai Gerakan Indonesia Raya)

Studi ini mengkaji tentang dinamika partai politik di Indonesia setelah Era Reformasi untuk memilih partai politik yang dilaksanakan pertama kali pada tahun 1999, masa yang hampir sama pada peristiwa yang terjadi pada pemilu di tahun 1955 yang diikuti oleh banyak partai politik. Studi penelitian ini berfokus kepada bagaimana proses pembentukan dan perkembangan partai Gerakan Indonesia Raya sebagai presidential party di Indonesia. Penelitian ini bersifat deskriptif kualitatif yang melihat bagaimana pembentukan dan perkembangan partai Gerindra sebagai obyek kajian, apabila dikaitkan dengan konsep “presidensialisasi” yang menjadi tema riset. Lahirnya presidential party merupakan bagian dari konsekwensi logis atas amandemen UUD 1945 yang menghasilkan UU pemilu presiden dan wakil presiden secara langsung. Pemilihan presiden secara langsung sejak 2004 membawa implikasi pada keseluruhan konstelasi politik partai politik di Indonesia dalam mempersiapkan kandidat presiden. Dalam konteks perubahan politik di Indonesia, figur merupakan bagian instrumen penting dalam membangun sebuah partai politik. Adalah berawal dari kajian Kawamura yang tidak mejelaskan dan mengakomodir jenis tipologi kepartaian yang baru muncul di Indonesia pasca reformasi dimana adanya kemunculan fenomena presidential party. Dalam perkembangan selanjutnya dalam penelitian ini dapat disimpulkan bahwa konsep presidential party dalam konteks ini terjadi pada partai Gerakan Indonesia Raya yang sejak awal dibentuk mengusung figur kandidat calon presiden. Singkat kata, terjadinya proses penguatan pengaruh figur sebagai tokoh sentral sejak pembentukan partai Gerakan Indonesia Raya, hingga mengikuti pemilu partai ini tumbuh besar sejalan dengan dinamika partai yang kemudian ’’terpresidensialisasi”. This study examines the dynamics of the political parties in Indonesia after the Reformation Era to choose political parties that was first held in 1999, a period similar to the event occurred in the 1955 election which was also attended by many political parties. This study focuses on how the process of formation and development of Partai Gerakan Indonesia Raya (Great Indonesia Movement Party) popularly known as Gerindra as a presidential party in Indonesia. This is a descriptive qualitative study which looks at how the formation and development of Gerindra Party as the object of study as associated with the concept of ‘presidentialization’ which becomes the theme of the study. The birth of presidential party is a part of the logical consequences over the 1945 Amendment Act which results in the direct election of both president and vice president. The direct presidential elections since 2004 have implications for the entire constellation of political parties in Indonesia in preparation for the president candidates. In the context of political change in Indonesia, figure (candidate) is a part of important instruments in building a political party. This study is conducted based on the fact that Kawamura’s study which does not explain and accommodate the types of party typologies emerging in the Indonesian post-reform whereas there is the emergence of the phenomenon of the presidential party. In a further development in this study, it can be concluded that the concept of the presidential party in this context occurs in Gerindra Party which has candidated a figure to be the president since the beginning of its founding. In other words, from the process of strengthening the influence of the central figure, since the founding of Gerindra Party, until his run for the president, this party grows in line with the dynamics of the parties which are then ‘presidentialized’.
