EVALUASI PENERAPAN SISTEM PENGUKURAN DAN PELAPORAN KINERJA (STUDI KASUS PADA DINAS PENDIDIKAN PROVINSI RIAU)

Konsep NPM (New Public Management) merupakan konsep yang dinilai sangat sesuai untuk mewujudkan akuntabilitas dan tata kelola kepemerintahan yang baik. Konsep ini mengubah peran pemerintah untuk memberikan pelayanan yang lebih berorientasi pada dampak (outcome) yang akan diterima oleh masyarakat tidak hanya sekedar realisasi dari penyerapan anggaran,terlaksananya program dan kegiatan. Perwujudan nyata dari penerpan konsep ini adalah dengan di keluarkannya peraturan pemerintah nomor 8 tahun 2006 tentang Pelaporan Keuangan dan Kinerja dalam bentuk Laporan Akuntabilitas Kinerja Instansi Pemerintah (LAKIP). Penelitian ini mencoba melihat kinerja Dinas Pendidikan Provinsi Riau dengan menggunakan alat bantu berfikir logis dengan menggunakan cetak biru kinerja (Performance Blue Print) Model pengukuran kinerja dengan menggunakan cetak biru kinerja (Performance Blueprint) dapat digunakan untuk mengukur kualitas dari indikator kinerja yang telah ditetapkan oleh Dinas Pendidikan Provinsi Riau dengan menggunakan model logika (logic model) dan analisis empat kuadran (four quadrant analysis) sebagai alatnya. Metode penelitian dilakukan dengan menganalisis data dan wawancara serta kuisioner sebagai alat untuk penambahan informasi. Hasil penelitian ini menunjukkan bahwa indikator kinerja Dinas Pendidikan Provinsi Riau masih berfokus pada kuantitas dan kualitas dari upaya ( quantity and quality of effort ) sehingga belum berfokus pada hasil.

New Public Management (NPM) is a concept which is considered to be the most suitable for the attainment of accountability and good governance. This concept changes the role of government in providing services by focusing more on the impacts (outcomes) on society, not only realization of budget absorption or implementation of programs and activities. To ensure the real implementation of this concept, the Government Regulation No. 8 Year 2006 on Financial and Performance Reporting in the form of a Government Performance Accountability Report (LAKIP) was issued. This research tries to examine performance of the Education Agency of Riau Province using an instrument to assist in logical thinking, i.e. the Performance Blueprint. A performance measurement model which makes use of the Performance Blueprint can be used to measure quality of the performance indicators developed by the Education Agency of Riau Province using the logic model and the four quadrant analysis as the instrument. The research method was done by analyzing the data and conducting interviews as well as distributing questionnaire as instrument to gather additional information. Findings of this research suggest that the performance indicators of the Riau Province Education Agency remain focused on the the quantity and quality of the efforts made, not on the outcomes.
