FUNGSI KERETA API LOKAL DAN KARAKTERISTIK MOBILITAS KOMUTER YOGYAKARTA-SURAKARTA

Dalam melakukan perjalanan, komuter memerlukan moda transportasi yang baik. Kereta api merupakan moda transportasi yang sangat dihandalkan dan strategis karena keunggulan-keunggulannya. Penelitian ini bertujuan untuk mengetahui seberapa besar peran komuter di Yogyakarta dan Surakarta terhadap kereta api lokal dan karakteristik mobilitas komuter pengguna kereta api lokal Yogyakarta-Surakarta dan mengetahui permasalahan-permasalahan fungsi kereta api lokal sebagai commuter line dan akses komuter ke stasiun menurut komuter sebagai pengguna. Metode yang digunakan adalah mixed research method dengan konsep purposive sampling strategy, yaitu dengan memilih objek sampel yang dapat memahami dan dapat memberi informasi tentang permasalahan penelitian. Cara pengambilan data dengan metode observasi dengan menggunakan alat bantu kuisioner. Data yang didapat diuji dengan statistic deskriptif dasar dan analisa spasial. Hasil Penelitian yang diperoleh adalah: (1) Kereta Api Prambanan Ekspres dan Kereta Api Sriwedari paling banyak digunakan oleh para komuter yaitu dengan perbandingan penumpang komuter dan non komuter 20% dan 39%. Sedangkan Kereta Madiun Jaya Ekspres dan Kereta Api Sido Mukti hanya 9% dan 8%. Dengan demikian, Kereta Api Prambanan Ekspres dan Kereta Api Sriwedari telah dapat berfungsi sebagai commuter line Yogyakarta-Surakarta. (2) Mayoritas komuter Yogyakarta-Surakarta adalah untuk bekerja dengan nilai 86%. Sebagian besar komuter merupakan karyawan swasta dan PNS/non PNS yang bekerja pada instansi pemerintah dengan jumlah 43% dan 40%. Sebagian besar komuter menuju Kec. Jebres di Surakarta untuk komuter dari Yogyakarta dan keluar Kota Yogyakarta untuk komuter dari Surakarta. Sebagian besar komuter menggunakan sepeda motor dengan menggunakan parkir di stasiun dan sekitar stasiun untuk mengakses stasiun. (3) Permasalahan-permasalahan fungsi kereta api lokal sebagai commuter line adalah terkait frekuensi jadwal keberangkatan, ketepatan jadwal, pelayanan kereta api, fasilitas dan harga tiket. Permasalahan-permalahan terkait akses ke stasiun adalah ketersediaan angkutan kota dan keberadaan halte bus kota. Kata Kunci: Fungsi, Komuter, Commuter Line, Karakteristik, Mobilitas

In travelling, commuters require a decent transportation mode. Train (especially the Yogyakarta to Surakarta municipality commuter lines) is a strategic and dependable mode of transportation due to its advantages. The objectives of this study is to determine the role of the Yogyakarta and Surakarta commuters on the development of the commuter lines, their characteristic and mobility, the problems of the commuter lines, and the ease of access to the station. Mix research method is being utilized in this research with purposive sampling strategy, which is by selecting the sample object that understand and could give sufficient information regarding the research problems. The data collection method is conducted by observation and spreading questionnaire. Those data being obtained in the observation then were tested using descriptive statistic and spatial analysis. The research results is as follows: (1) Prambanan Express and Sriwedari is the most widely used train by the sampled commuters, with proportion 20 and 39 percent respectively, meanwhile for Madiun Jaya Express and Sido Mukti the percentages are 9 and 8 percent respectively; thus making Prambanan Express and Sriwedari have properly functioned as commuter line for Yogyakarta and Surakarta line; (2) The majority of the commuters being researched have an occupation as workers (86 percent), The percentage of private employee and worker working in public services are 43 and 40 percent respectively. Most of the commuter from Yogyakarta are bound to Jebres sub distric in Surakarta, and outside Yogyakarta area for commuter that leaving from Surakarta. Most of the commuter are using motorcycle to reach the starting station and park their vehicle in the station parking lot; (3) Problems related to the functions of the commuter line such as the frequency of departure schedule, its punctuality, the service given by the service provider, the facility and the ticket price. Problems related to access to the station such as the availability of connecting public transport to the station, and the availability of bus shelter near the station.
