TRAMWAY MANAGEMENT SYSTEM IN INDONESIA

Sistem trem, yang dapat mengangkut lebih banyak penumpang dalam sekali angkut di banding bus, saat ini sedang diusulkan sebagai moda transportasi umum yang memenuhi persyaratan untuk beroperasi Indonesia. Dalam rangka untuk mendukung suksesnya pengembangan system trem, Indonesia perlu belajar dari negara-negara lain. Tujuan dari tesis ini adalah untuk menganalisa struktur manajemen pengoperasian trem dari berbagai Negara dan kemudian menyusun struktur organisasi yang cocok untuk operasi trem jika diperkenalkan kembali di Indonesia nantinya. Penulis memilih Prancis (Montpellier tramway), Jerman (Karlsruhe tram-train) and the UK (Nottingham Express Transit) sebagai model contoh untuk investigasi. Bahan-bahan tambahan juga diperoleh dari sumber-sumber literature. Dari analisis diatas, penulis kemudian mengusulkan struktur organisasi yang paling cocok untuk diimplementasikan di Indonesia. Berdasarkantemuandaristudikasusuntuk proses konstruksi maupun operasi, penulismengusulkanstrukturmanajementrem yang dianggap paling sesuai untuk diaplikasikan di Indonesia adalah yang mirip dengan Montpellier, dengan cara perolehan modal awal berasal darisumber non-pemerintahseperti NET (Nottingham Ekspres Transit). Fiturutamadari proposal adalah: Pembentukanperusahaanangkutanumumolehpemerintahdaerahuntukmengelolasemua system transportasiumum di daerahtertentu; konstruksijalurtremdanoperasisebagaidepartementerpisah di bawahdivisitimtremdariperusahaanpublik (karenakonstruksidanoperasiterkaiterat); perusahaan pemerintah angkutanumummemilikitanggungjawabuntukmengawasipembangunantrem, operasilayanantrem, memeliharainfrastrukturtremdankendaraan, mengelolakontrakdanotorisasipembayaran; pemerintahdaerahmemilikitanggungjawabstrategiskebijakantrem, control danregulasisertapengawasandankoordinasikinerjaperusahaanangkutanumum; pemerintahdaerah adalah pemilik dari trem; kerjasamaantarasektorpublikdanswastauntukmembantumengembangkan kemampuan local (perusahaantremswastalokal), serta program sosialisasi dan informasi oleh pemerintah. Tramway systems, which can carry more passengers than buses at one haul, are now being proposed to meet Indonesia’s public transport requirement. In order to develop successful tramway systems, Indonesia needs to learn from other countries’ experiences. The object of this thesis is to analyse the management structures for operating trams in different countries and then propose a suitable organisational structure for operating trams, if re-introduced, in Indonesia. The author chose France (Montpellier tramway), Germany (Karlsruhe tram-train) and the UK (Nottingham Express Transit) as the role model countries for investigation. Additional material is also sourced from the literature. From the analysis, the author then proposes the most appropriate organisational structure for implementation in Indonesia. Based on the findings from the case studies for both construction and ongoing operation, the author proposes the most suitable tramway management structure for operating tramways in Indonesia would be one similar to that in Montpellier, but with some up-front funding from non-government sources as with NET (Nottingham Express Transit). The key features of the proposal are: Establishment of a public transport company by local government to manage all public transport systems in a particular area; tramway construction and operation to exist as separate departments under the tramway team division of the public company (since construction and operation are closely linked); the public transport company to have responsibility for overseeing construction of the trams, operating the tram service, maintaining the tram infrastructure and vehicles, managing contracts and authorising payments; local government to have responsibility for tramway strategic policy, control and regulation as well as supervision and coordination of the performance of the public transport company; local government to own the trams; joint working between public and private sectors to help develop local expertise (local private tramway companies), supported by contractual agreements if necessary and massive program of information and socialisation by local government (since most Indonesians have little experience of trams).
