KAJIAN LINGKUNGAN PENGELOLAAN AIR BERSIH PERUSAHAAN DAERAH AIR MINUM (PDAM) KOTA KOLAKA PROPINSI SULAWESI TENGGARA

Penelitian ini dilaksanakan di Perusahaan Daerah Air Minum (PDAM) Kota Kolaka. Dengan tujuan untuk mengetahui kualitas sumber air bersih dan air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka beserta faktor-faktor yang mempengaruhinya dan untuk mengetahui persepsi masyarakat terhadap kualitas air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka serta strategi pengelolaan lingkungan. Metode penelitian ini adalah metode survei dengan pengambilan sampel air bersih pada intake, instalasi pengolahan air minum, reservoir, pelanggan PDAM Kota Kolaka dan sungai secara purposive sampling. Analisis pada penelitian ini adalah analisis deskriptif secara kualitatif dengan memaparkan uraian terinci dari hasil wawancara dengan pelanggan PDAM yang hasilnya akan diselaraskan dengan survei lapangan dan kuantitatif memaparkan hasil pemeriksaan laboratorium yang diperoleh dari sampel air bersih. Hasil analisis data dan penelitian di lapangan menunjukkan bahwa kualitas sumber air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka pada intake berdasarkan Permenkes Nomor 492/MENKES/PER/IV/2010 terdapat nilai parameter yang melewati ambang batas baku mutu yang telah ditetapkan yaitu Fe, E. Coli dan Total Coliform. Analisis kualitas air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka menunjukkan bahwa terdapat peningkatan beberapa parameter yang melewati ambang batas baku mutu yaitu kekeruhan, rasa, bau, pH, Fe, Mn serta E. Coli dan Total Coliform, yang terjadi pada wilayah 1.2, wilayah 4, wilayah 5.2, wilayah 6 dan wilayah 7.2. Bila dibandingkan dengan Permenkes Nomor 492/MENKES/PER/IV/2010 wilayah-wilayah tersebut mempunyai kualitas air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka yang tidak memenuhi syarat dan tidak layak untuk digunakan tanpa melalui pengolahan dengan tepat. Faktor-faktor yang mempengaruhi kualitas sumber air bersih dan air bersih Perusahaan Daerah Air Minum (PDAM) Kota Kolaka yaitu faktor fisik, faktor biologi dan faktor sosial ekonomi. Persepsi masyarakat terhadap kualitas air Perusahaan Daerah Air Minum (PDAM) Kota Kolaka sebagian besar mengatakan tidak memuaskan, sedangkan persepsi masyarakat terhadap kelayakan air baku Perusahaan Daerah Air Minum (PDAM) Kota Kolaka sebagian besar menganggap tidak layak. Adapun faktor yang mempengaruhi persepsi masyarakat yaitu karakteristik pelaku persepsi. Kata kunci: kualitas air bersih, pdam, persepsi masyarakat

This study aimed to determine the quality of clean water sources and water supply Regional Water Company (PDAM) of Kolaka with it factors that influence and determine the public perception of water quality Regional Water Company (PDAM) of Kolaka. This research method was a survey method with samples was taken at the intake, drinking water treatment plants, reservoirs, PDAM customers Kolaka and rivers by purposive sampling. The analysis in this research was descriptive qualitative analysis by describing the detailed description of the results of interview with PDAM customers which the results will be aligned with quantitative field survey and presents the results of laboratory tests were obtained from clean water samples. The results of data analysis and research in the field show that the quality of fresh water resources Regional Water Company (PDAM) Kolaka on the intake based on Decree No. 492 /Menkes /Per /IV /2010, there were parameter values that exceeded the threshold specified quality standards are Fe , E. Coli and Total Coliform. Analysis of water quality Regional Water Company (PDAM) Kolaka show that there are an increasing number of parameters that exceeded the threshold quality standard that turbidity, taste, odor, pH, Fe, Mn, E. coli and Total Coliform, which occurs in the region 1.2 , region 4, region 5.2, region 6 and region 7.2. Compared with the Decree No. 492 / Menkes / Per / IV / 2010 these areas were not qualify and not worth to be used without the right treatment. Factors that affect the quality of water resources and water supply Regional Water Company (PDAM) Kolaka divided into three factors: physical factors, biological factors and socioeconomic factors. Public perception of water quality Regional Water Company (PDAM) Kolaka most say is not satisfactory, while the public perception of default water feasibility Regional Water Company (PDAM) Kolaka largely considered unworthy.
