ANALISIS KINERJA PENGELOLAAN RETRIBUSI PELAYANAN PASAR DI KABUPATEN ROTE NDAO

Penelitian ini dilakukan untuk menganalisis kinerja dari Pemerintah Daerah Rote Ndao dalam mengelola retribusi pelayanan pasar. Tujuannya adalah mengidentifikasi pertumbuhan, kontribusi, efektivitas, dan efisiensi dari pengelolaan retribusi tersebut selama periode tahun 2009 sampai tahun 2013. Jenis dari penelitian ini adalah penelitian konklusif yang bersifat studi deskriptif dengan variabel yang diteliti adalah target dan realisasi PAD, target dan realisasi retribusi daerah, target dan realisasi retribusi pelayanan pasar, dan biayabiaya yang dikeluarkan untuk mengelola retribusi tersebut. Data yang digunakan adalah data kuantitatif, yang bersumber dari dari satuan keraja perangkat daerah yang ada di dalam lingkup Pemerintah Daerah Kabupaten Rote Ndao, dan diambil atau dihimpun dari dokumen laporan keuangan pemerintah daerah dan laporan satuan kerja perangkat daerah selama tahun 2009 sampai tahun 2013. Alat analisisnya adalah formulasi pertumbuhan, kontribusi, efektivitas, dan efisiensi. Hasil penelitian menunjukkan bahwa pertumbuhan penerimaan retribusi pelayanan pasar selama lima tahun anggaran berfluktuasi dan rata-rata pertumbuhannya adalah sebesar 7 persen, kontribusinya terhadap retribusi daerah, dan PAD masih sangat kurang, pengelolaan tidak efektif dan tidak tidak efisien, tetapi bila dilihat dari sisi pelayanan kepada masyarakat terjadi peningkatan pelayanan karena ada peningkatan pengeluaran pemerintah untuk pembangunan pasar. Oleh karena itu, perlu dilakukan peningkatan kinerja dari pemerintah daerah, khususnya instansi pengelola sehingga penerimaan PAD dari sektor retribusi pelayanan pasar semakin meningkat. This study was conducted to analyze the performance of the Regional Government of Rote Ndao in managing market service fees. The goal is to identify growth, contribution, effectiveness, and efficiency of the management fees for the period from 2009 until 2013. Type of research is a descriptive study is conclusive that the variables studied are targets and revenue realization, the realization of the target and retribution, and the realization of the target market service fees, and costs incurred to administer the levy. The data used is quantitative data, which is sourced from the keraja unit area that is within the scope of the Regional Government of Rote Ndao, and taken or collected from the financial statements of the local government documents and reports local work unit during the years 2009 through 2013. Tool analysis is the formulation of growth, contribution, effectiveness, and efficiency. The results showed that the growth in revenue, the market for five years of service budgets fluctuate and the average growth was 7 percent, its contribution to the local levies, and PAD is still lacking, is not effective at managing and inefficient, but when viewed from the side of the service to an increase in the public service because there is an increase in government spending for the construction market. Therefore, it is necessary to improve the performance of local government, particularly the agencies so that acceptance of the PAD market services sector increased levy.
