Jaman Ledakan Informasi telah mengubah dunia menjadi seakan tampa batas, perkembangan ilmu pengetahuan kiat pesat dan pada waktu yang sama di tempat yang berbeda informasi dapat diperoleh dengan mudah. Sebagai konsekwensi logis terjadilah ledakan informasi yang tentunya memerlukan suatu teknologi yaitu teknologi informasi untuk dapat mengakses dan meyebarluaskan informasi tersebut dengan cepat. Perpustakaan perlu menyesuaikan diri sesuai dengan kemajuan teknologi informasi dewasa ini berdampak cukup luas terhadap semua lini kehidupan, termasuk kehidupan organisasi salah satunya adalah organisasi perpustakaan perguruan tinggi. Perpustakaan perguruan tinggi sebagai pusat dokumentasi dan informasi serta sumber literatur mendukung Tridharma Perguruan Tinggi dalam pendidikan dan pengajaran, penelitian dan pengabdian pada masyarakat. Perpustakaan adalah yang pertama merasakan dari ledakan informasi, karena untuk menyimpan, mengelola dan menyebarluaskan informasi tersebut menjadi tanggungjawab perpustakaan. Teknologi Informasi telah mengubah wahana penyampaian informasi di perpustakaan dari berbasiskan kertas dan cetak menjadi multi media, disamping itu sistem pelayananpun berubah dari manual ke otomasi sehubungan dengan itu sudah saatnya suatu perubahan pada organisasi perpustakaan dioptimalkan yang secara spesifik berupa perubahan teknologi dalam bentuk otomasi perpustakaan. Karena itu dengan Keputusan Rektor Universitas Flores Ende Nomor : 01 Tahun 2012 Tentang Pengembangan Sistem Perpustakaan yang berbasis Informasi dan teknologi komputer Internet Universitas Flores. Berdasarkan Keputusan Rektor ini Penulis mencoba membuat suatu penelitian dengan judul : IMPLEMENTASI KEBIJAKAN REKTOR UNIVERSITAS FLORES ENDE PADA PENGEMBANGAN PERPUSTAKAAN YANG BERBASIS TEKNOLOGI INFORMASI. Sehingga yang menjadi kata kunci adalah Implementasi Kebijakan Rektor Universitas Flores Ende telah menjadi pedoman bagi pengembangan Perpustakaan Universitas Flores Ende, dalam peningkatan Sumber Daya Manusia yang trampil, dan dampak yang dihasilkan dengan adanya kebijakan tersebut pada Pengembangan Program perpustakaan yang berbasis Teknologi Informasi semakin baik dalam penggunaan Sarana dan Prasaran Komputer.

Era of information explosion has turned the world into a world without limitation, the rapid development of science and at the same time in different places information can be obtained easily. As a logic consequence there happened an explosion of information that would require a technology nowadays that had widespread impact on all aspects of life, including the life of many organizations, one of them ia an organization of college libraries. Library as a center of documentation and information as well as literary sources to support education and teaching, research and community service of Tridharma University. Libraries are the first to feel the explosion of information, due to store, manage and disseminate such information are the responsibility of the library. Information technology has changed the media that at first based on printed paper changed into multimedia, in addition, the service system was changed from manual to automation in connection with that it was time for a change in the library organization to optimize libraries specifically in technology as a form of library automation. Because of that, Ende Flores University Rector made a decision number: 01 Year 2012 on Development of Library system based on Information and Internet Computer Technology University of Flores. Based on the decision of the rector, the author tries to make a study titlde: IMPLEMENTATION OF THE POLICY OF ENDE FLORES UNIVERSITY RECTOR ON LIBRARY DEVELOPMENT BASED ON INFORMATION TECHNOLOGY. So that the keyword is The Implementation of the Policy of Ende Flores University Rector has become a guideline for the development of the University Library Ende Flores, in increasing skilled human resource, and the effects produced by the presence of such a policy on the Library Program Development based on Information Technology to able better use of computer infrastructure.
