PENILAIAN LAHAN MILIK PEMERINTAH MELALUI LAND DEVELOPMENT ANALYSIS (STUDI PADA LAHAN KOSONG DI JALAN SOEKARNO HATTA KOTA PALU, SULAWESI TENGAH)

Penelitian mengenai penilaian lahan kosong milik Pemerintah Provinsi Sulawesi Tengah yang terletak di Jalan Soekarno Hatta Kota Palu dilakukan dengan menggunakan pendekatan pendapatan dengan metoda Land Development Analysis. Tujuan penelitian ini adalah menganalisis peluang pengembangan lahan milik Pemerintah Provinsi Sulawesi Tengah terhadap peningkatan Pendapatan Asli Daerah (PAD) dan menganalisis indikasi nilai lahan kosong tersebut dengan pendekatan pendapatan melalui Land Development Analysis. Dengan menggunakan analisis data meliputi analisis ekonomi, analisis kawasan lahan, analisis produktifitas diperoleh penggunaan properti yang memungkinkan dan setelah menggunakan penilaian dengan pendekatan pendapatan melalui metoda Land Development Analysis diperoleh nilai wajar terhadap properti yang memungkinkan. Penelitian ini menganalisis data primer dan data sekunder. Data primer diperoleh secara langsung dengan wawancara berstruktur meliputi data pendapatan, pengeluaran bangunan. Data fisik yang meliputi ukuran, bentuk tapak, kontur, elevasi, utilitas dan lain-lain diperoleh melalui observasi langsung. Data sekunder diperoleh dari Badan Pusat Statistik (BPS) Kota Palu, Pemerintah Kota Palu, dan Pemerintah Provinsi Sulawesi Tengah yaitu Badan Perencanaan Pembangunan Daerah (Bappeda) Kota Palu, Dinas Perumahan dan Penataan Ruang Kota Palu dan Dinas Pemuda Olah Raga Kota Palu serta Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Provinsi Sulawesi Tengah. Berdasarkan rekonsiliasi hasil penilaian dengan menggunakan pendekatan pasar dan pendekatan pendapatan terhadap lahan kosong milik Pemerintah Provinsi Sulawesi Tengah, diperoleh nilai sebesar Rp9.015.300.000,00 atau Rp450.765,00 per meter persegi. Nilai lahan tersebut juga mencerminkan nilai pasar tanah yang berada di sekitar lokasi objek penelitian. Kata kunci : Land Development Analysis, Aset Tanah Milik Pemerintah Provinsi Sulawesi Tengah.

The research on the assessment of vacant land which owned by the Government of Central Sulawesi Province, located in Jalan Soekarno Hatta Palu performed using the income approach method of Land Development Analysis. The purpose of this study was to analyze the chances of developing land owned by the Government of Central Sulawesi Province to increase the revenue and to analyze the indication of the value of the vacant land using the income approach through the Land Development Analysis. Using data analysis include economic analysis, regional analysis of land, productivity analysis that enables the use of property acquired and after using the income approach to valuation by Land Development Analysis fair value of the acquired property is possible. This study analyzed the primary data and secondary data. The primary data obtained directly by structured interviews include data revenues, expenses and disbursements of the building. The physical data include the size, footprint shape, contour, elevation, utilities and others obtained through direct observation. Secondary data were obtained from the Central Statistics Agency Palu, Government of Palu City, and the Government of Central Sulawesi Province is the Regional Development Planning Agency Palu, the Department of Housing and Spatial Planning and the Department of Youth Palu and Sports, Management Agency Financial and Asset of Central Sulawesi Province . Based on the reconziliation results using the market approach and income approach to vacant land owned by the Government of Central Sulawesi province, obtained a value of Rp9.015.300.000,00 or Rp450.765,00 square meter. The land value also reflects the market value of land located in the vicinity of the object of study.
