EVALUASI KINERJA PELAYANAN ANGKUTAN UMUM TRANS JOGJA BERDASARKAN PERSEPSI OPERATOR

Persoalan transportasi merupakan masalah dinamis yang ada di kota-kota besar di Indonesia termasuk Kota Yogyakarta. Demi meningkatkan kualitas pelayanan angkutan umum pemerintah Kota Yogyakarta mengembangkan Trans Jogja yang merupakan salah satu bagian dari program penerapan Bus Rapid Transit (BRT). Namun, masih terdapat beberapa kekurangan dan penurunan kualitas pelayanan pada Trans Jogja sehingga perlu dievaluasi. Operator yang berinteraksi langsung dengan Trans Jogja mengetahui secara baik bagaimana kinerja pelayanan Trans Jogja sehingga berperan penting dalam evaluasi kinerja pelayanan Trans Jogja.Penelitian ini bertujuan untuk mendapatkan hasil evaluasi kinerja pelayanan angkutan umum Trans Jogja berdasarkan persepsi operator Evaluasi kinerja pelayanan angkutan umum Trans Jogja dilakukan dengan metode analisis deskriptifberdasarkan evaluasi kinerja pelayanan BRT yang ditetapkan oleh Kementrian Perhubungan. Evaluasi berdasarkan hasil survei langsung kepada operator yang bekerja di halte dan di dalam bus Trans Jogja. Kuantifikasi penilaian untuk evaluasi yaitu kategori baik bernilai 3, kategori sedang bernilai 2 dan kategori kurang bernilai 1. Hasil analisis data menunjukkan skor penilaian terhadap masing-masing aspek kinerja pelayanan angkutan umum Trans Jogja yaitu aspek keamanan dengan rata-rata skor penilaian sebesar 2,39 , aspek keselamatan sebesar 2,25 , aspek kenyamanan sebesar 2,23 , aspek keterjangkauan sebesar 2,47 , aspek kesetaraan dan keteraturan operasi sebesar 2,28. Indikator tarif menempati nilai tertinggi dalam kinerja pelayanan Trans Jogja, ketepatan kedatangan/keberangkatan dan luas lantai di halte menempati nilai terendah. Hasil akhir kinerja pelayanan angkutan umum Trans Jogja berdasarkan matriks klasifikasi kinerja pelayanan BRT berada dalam kategori sangat baik (A).

Transport issue is dynamic problems in big cities in Indonesia including Yogyakarta. In order to improve the qualityservices of public transport, theCityGovernment of Yogyakartadevelops public transport Trans Jogja which is one of the implementation program of Bus Rapid Transit (BRT). However, there are still some problems and decreasing in the quality of service perfomance on Trans Jogja that needs to be evaluated. The Operators who are directly interact with Trans Jogja know the condition of Trans Jogja service performance well, so they have an important role in the evaluation of the service performance of Trans Jogja.This research aims is to evaluate service performance of public transportation of Trans Jogja. The service performance of Trans Jogja evaluatedusing descriptive analysis method and based on the performance evaluation of BRT service established by the Ministry of Transportation. The evaluation based on the results of direct survey to operators working in shelter in Trans Jogja and inside the Trans Jogja bus. The value quantifications ofassessments to evaluation are good category�svalue is 3, medium category is 2 and less category is 1. The results of data analysis show the average score rating of each aspect�s assessment of the services performance from Trans Jogja. The security aspecthas the average score rating 2.39. The safety aspect has the average score rating 2.25. The comfortability aspect has the average score rating 2.23. The affordability aspect has the average score rating 2.47 and the equality and regularity of the operation aspect has the average score rating 2.28. The price indicator has the highest value in the service perfomance of Trans Jogja, the accuracy of arrival/departure and floor area in shelter have the lowest value.Based on classification matrix of BRT, the final result of the service performanceevaluation of public transport Trans Jogja has excellent category (A).
