ANALISIS MANAJEMEN PERUBAHAN DALAM RANGKA PENERAPAN E-PROCUREMENT DI PEMERINTAH KOTA YOGYAKARTA

The implementation of e-Procurement system started in 2008 till recently time when this study done, the municipal government of Yogyakarta had established the special agency that was assigned to manage the e-Procurement system namely Electronic Procurement Service (LPSE). To know more in depth about how the municipal government of Yogyakarta manage these changes was an interesting research subject that was about how the change process going through. This research had been carried out since mid-May to mid- August 2014. The research location was in the municipal government of Yogyakarta. The methodology used in this research was descriptive-qualitative. Data collected through observation, in-depth interviews with key figure persons and document reviews. This study resulted in the conclusion that changes in the procurement system of goods and services in the municipal government of Yogyakarta had been managed in accordance with the theory of change management. The attributes of the change process were the preparation phase, the implementation phase and the reinforcement phase that all those phases had been practically carried out, even though there were some limitations in the conceptual terms. The purpose and benefit of the implementation of e-Procurement system had shown the successness that the system had obtained the efficiency and effectiveness on such number of indicators. From the aspect of time, the procurement process using the e-procurement system proved to be faster because it only take 14-18 working days. While the conventional systems was longer because the process take more than 30 working days. At the time when the tender still using the conventional system, the tender committee was separated in some boards of Unit Work of Local Government Apparatus (SKPD) and that still need hundreds of people as a committee board for tender process. After the implementation of e-procurment system, the committee for the tender process focused on one board namely Procurement Service Unit (ULP) and take dozens of people only. The number of providers who participated in the tender also run into the significant improvement, at the beginning of the implementation in 2008 the e-procurement system was followed by 185 providers and in the year of 2013 the number of provider amounted to 3000. The learned lesson from this study that there was a strong commitment from top leadership level to their staff level as the executors in the real activities for the implementation of e-procurement system and that matter became an important key factor for its successness in the municipal government of Yogyakarta. Salah satu upaya yang dilakukan oleh Pemerintah Kota Yogyakarta untuk mewujudkan tatakelola pemerintahan yang baik dan bersih adalah dengan merubah sistem pengadaan barang/jasa dari cara konvensional ke sistem electronic Procurement. Implementasi sistem e-Procurement dimulai pada tahun 2008 sampai dengan saat ini pemerintah Kota Yogyakarta telah membentuk sebuah lembaga yang ditugaskan untuk mengelola sistem e-Procurement yaitu Sekretariat Layanan Pengadaan Secara Elektronik (LPSE). Untuk mengetahui lebih mendalam mengenai bagaimanakah Pemerintah Kota Yogyakarta mengelola perubahan tersebut maka menarik untuk dilakukan penelitian. Penelitian ini telah dilakukan sejak pertengahan Mei sampai dengan Pertengahan Agustus 2014. Lokasi penelitian berada di Pemerintah Kota Yogyakarta. Metodelogi yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Pengumpulan data dilakukan melalui obeservasi, wawancara mendalam dengan sejumlah tokoh kunci, serta telaah dokumen. Penelitian ini menghasilkan kesimpulan bahwa perubahan terhadap sistem pengadaan barang/jasa di Pemerintah Kota Yogyakarta telah dikelola sesuai dengan kaidah manajemen perubahan. Penanda dari proses perubahan yaitu tahap persiapan, pelaksanaan serta tahap penguatan secara praktis telah dijalani, meskipun di dalamnya memiliki keterbatasan dari sisi konseptual. Tujuan dan manfaat diterapkannya e-Procurement telah menunjukkan adanya keberhasilan, dimana diperoleh efisiensi dan efektifitas pada sejumlah indikator. Dari aspek waktu, proses pengadaan dengan sistem e-Procurement terbukti lebih cepat karena hanya memerlukan waktu 14-18 hari kerja. Sedangkan sistem konvensional prosesnya lebih lama karena memerlukan waktu lebih dari 30 hari kerja. Pada saat tender masih secara konvensional kepanitiaan tender tersebar di Satuan Kerja Perangkatr daerah (SKPD) dan memerlukan ratusan orang sebagai panitia. Setelah menerapkan e-Procurment, kepanitiaan terpusat di Unit Layanan Pengadaan (ULP) dan hanya membutuhkan puluhan orang. Jumlah provider yang menjadi peserta tender juga megalami peningkatan yang berarti, pada awal implementasi yakni tahun 2008 diikuti oleh 185 provider, pada tahun 2013 telah diikuiti hingga 3000 provider. Pelajaran yang dapat diperoleh dari penelitian ini adalah komitmen yang kuat dari pucuk pimpinan hingga staf sebagai eksekutor di lapangan yang merupakan faktor penting kunci keberhasilan dari penerapan e- Procurement di Kota Yogyakarta.
