IMPLIKASI PERUBAHAN STATUS DESA MENJADI KELURAHAN TERHADAP PELAYANAN KARTU TANDA PENDUDUK(KTP) DI KELURAHAN WATES KECAMATAN WATES KABUPATEN KULON PROGO

Perubahan status desa menjadi kelurahan merupakan strategi pemerintah dalam meningkatkan kapasitas kelembagaan melalui otonomi daerah. Perubahan lembaga pemerintah secara administratif ini bertujuan untuk meningkatkan pelayanan kepada masyarakat. Pelayanan publik merupakan hak dasar warga negara yang harus dipenuhi oleh negara. Jenis pelayanan yang kerap diidentikan dengan kelurahan adalah pelayanan administrasi/kewarganegaraan. Menarik untuk dilakukan penelitian pada Kelurahan Wates yang belum genap empat tahun berubah status dari Desa Wates menjadi Kelurahan Wates. Kelurahan Wates yang terletak di Kecamatan Wates Kabupaten Kulon Progo Provinsi Daerah Istimewa Yogyakarta (DIY) merupakan satu-satunya bentuk pemerintahan desa di Kabupaten Kulon Progo yang berubah statusnya menjadi Kelurahan. Studi penelitian ini memfokuskan pada implikasi perubahan status desa menjadi kelurahan terhadap pelayanan Kartu Tanda Penduduk (KTP) di Kelurahan Wates Kecamatan Wates Kabupaten Kulon Progo. Penelitian ini bertujuan untuk mengetahui implikasi perubahan status desa menjadi Kelurahan terhadap pelayanan Kartu Tanda Penduduk (KTP) di Kelurahan Wates Kecamatan Wates Kabupaten Kulon Progo. Peneliti menggunakan metode penelitian kualitatif dengan fokus pada pegelolaan payanan Kartu Tanda Penduduk mulai dari pemerintahan daerah sebagai regulator hingga pemerintahan Kelurahan Wates sebagai eksekutor. Hasil analis studi membuktikan bahwa pelayanan KTP pada Kelurahan Wates sama dengan pelayanan KTP ketika masih berstatus Desa Wates. Herdyansyah menyebutkan faktor-faktor yang memengaruhi pelayanan publik meliputi 3 unsur penting yaitu: pemerintah daerah, pengguna layanan, dan kepuasan pelanggan. Jika menilik peraturan daerah Kabupaten Kulon Progo, Kelurahan Wates sebagai bentuk pemerintahan yang telah berubah status menjadi kelurahan berhak menerbitkan KTP diwilayah Kelurahan. Penerbitan yang dimaksud adalah proses pembuatan KTP berhak dilaksanakan di wilayah kelurahan. Kelurahan Wates telah berubah status dari sebelumnya desa sejak akhir tahun 2010. Pada tahun 2011 telah disiapkan sarana dan sumberdaya guna mendukung proses pelayanan KTP diwilayah kelurahan oleh pemerintah daerah Kabupaten Kulon Progo melalui Dinas Kependudukan dan Catatan Sipil. Namun hingga tahun 2014 pelaksananaan pembuatan KTP di wilayah kelurahan belum terlaksana karena terhambatnya koordinasi antara Dinas Kependudukan dan Catatan Sipil dengan pemerintah Kelurahan Wates.

ABSTRACT The status changing from village into political district is the strategy of the government to increase the capacity of this institution through region autonomy. This administratively change of the government institution has a purpose to increase the service to the community. Public service is a basic right for the citizens that has to be fulfilled by the country. The service that often to be related with political district is the citizenship service. It is interesting to do the research at political district of Wates that is not four years yet changed the status from village of Wates to political district of Wates. Political district of Wates that is located in sub district of Wates, district of Kulon Progo, provinsi Daerah Istimewa Yogyakarta (DIY) is the only one village government in Kulon Progo that change the status into political district. This research has a purpose to understand the implication of the status changing from village into political district with respect to the service of citizenship ID card at Wates sub district, Kulon Progo district. In this research, the researcher use the method of qualitative research with focusing to the management of citizenship ID card service start from the regional government as the regulator to the political district of Wates as the executor. The result of the study prove that the citizenship ID card service at political district of Wates is still the same with citizenship ID card service when the status still village of Wates. Herdyansyah mentioned there are 3 important factors that affect the citizenship service: regional government, user service, and the user satisfaction. If viewing to the regional regulation at Kulon Progo district, Wates political district as the representative of the government, reserves the right to publish citizenship ID card at that political district region. The publishing that is mentioned is the process of the citizenship ID card making, reserves the right to be done in the political district region. Political district Wates already changed from the status of a village at the end of 2010. At 2011 the facilities and the resources that used to support the process of the citizenship ID card service has been prepared by the government of Kulon Progo district through Dinas Kependudukan dan Catatan Sipil. But until 2014, the implementation of citizenship ID card making service at political district region is not implemented yet, because it is inhibited by the coordination between Dinas Kependudukan dan Catatan Sipil with the Wates political district government.
