ASPEK SOSIAL EKONOMI PENGELOLAAN HUTAN RAKYAT BERSERTIFIKASI FOREST STEWARDSHIP COUNCIL DI KABUPATEN GUNUNGKIDUL

Beragam manfaat yang disediakan hutan rakyat mendorong manusia untuk melakukan pengelolaan hutan rakyat melalui usaha pengusahaan hutan. Adanya pengusahaan hutan berdampak pada ekonomi masyarakat sekitar hutan yaitu meningkatnya pendapatan dan kesejahteraan masyarakat. Maka dari itu, hutan rakyat menjadi tumpuan ekonomi masyarakat. Di sisi lain, bertambahnya jumlah penduduk berimplikasi pada berkurangnya luasan lahan kehutanan dan belum adanya aspek manajemen kelestarian hutan rakyat akan mengancam kelestarian hutan rakyat. Salah satu upaya untuk menjaga kelestarian tersebut adalah dengan sertifikasi hutan rakyat. Penelitian ini bertujuan untuk mengetahui aspek sosial ekonomi petani hutan rakyat bersertifikasi dan mengetahui peran pihak terkait dalam pengelolaan hutan rakyat bersertifikasi di Kabupaten Gunungkidul. Jenis data yang digunakan yaitu data primer yang diambil dari wawancara kepada petani hutan rakyat serta data sekunder yang bersumber dari dokumen-dokumen terkait. Data tersebut dianalisis menggunakan deskriptif dan kuantitatif analisis persentase untuk mengetahui besar kecilnya kontribusi setiap aspek sosial ekonomi. Hasil penelitian menunjukkan bahwa rata-rata tingkat pendidikan petani hutan rakyat adalah SMA, kepemilikan lahan rata-rata petani hutan rakyat sertifikasi 0,674 ha/KK dan rata-rata luas hutan rakyat 0,558 ha/KK, dan kontribusi hutan rakyat terhadap pendapatan petani sebesar 30,5%. Pihak-pihak yang terkait dalam pengelolaan hutan rakyat bersertifikasi yaitu Dinas Kehutanan dan Pemerintah Desa yang berperan dalam urusan perijinan, SCS Global Service sebagai pembuat sertifikat FSC, TFT dan Konpalindo sebagai pendamping dan penyandang dana, buyer berperan dalam pembelian kayu bersertifikat, CV. Dipantara berperan sebagai perusahaan dalam pengelolaan hutan rakyat dan pemasaran kayu, serta kelompok tani dan petani hutan rakyat berperan dalam pengelolaan hutan rakyat lestari.

Various benefits that forests provide people encourage people to undertake the management of community forests through forest management efforts. The presence of forest management on the economic impact of forest communities are rising incomes and welfare of the community. Therefore, the people become the foundation of economic forest communities. On the other hand, the increase of population has implications for the reduction of forest land area and the lack of sustainability of community forest management aspects will threaten the sustainability of community forests. One such effort is to preserve the forest certification. This study aims to determine the socio-economic aspects of community forests certified farmers and determine the role of stakeholders in the management of community forests certified in Gunung Kidul Regency. Data used primary data drawn from interviews with private forest farmers and secondary data sourced from related documents. The data were analyzed using descriptive and quantitative analysis to determine the size of the percentage contribution of each socio-economic aspects. The results showed that the average level of education is high school community forest farmers, land tenure average farmer community forest certification 0.674 ha / household and the average area of 0,558 ha of community forest / KK, and contribution to the community forest farmers' income by 30, 5%. The parties involved in the community forest management certified that the Forest Service and Village Government role in licensing matters, SCS Global Services as a maker of FSC certificate, TFT and Konpalindo as partners and funders, buyers play a role in the purchase of certified wood, CV. Dipantara role as the company in community forest management and timber marketing, as well as farmer groups and farmer community forests play a role in sustainable community forest management.
