PARTISIPASI MAHASISWA PENCINTA ALAM SEMESTA (MAPENSA) DALAM KONSERVASI LINGKUNGAN DI KABUPATEN JEMBER

Kerusakan lingkungan Kabupaten Jember khususnya gumuk tidak terkendali dikarenakan eksploitasi untuk diambil materialnya. Gumuk ialah istilah khusus suatu bukit dengan ketinggian antara 1 meter sampai 57,5 meter (Van Bomelen, 1949). Pemerintah telah mengupayakan konservasi gumuk dengan penyusunan peraturan daerah akan tetapi mengalami kegagalan. Hal tersebut menggerakan Organisasi Mahasiswa Pencinta Alam Semesta (MAPENSA) melakukan upaya konservasi gumuk. Penelitian ini bertujuan untuk menjelaskan partisipasi Mahasiswa Pencinta Alam Semesta (MAPENSA) terhadap kegiatan konservasi gumuk di Kecamatan Sumbersari Kabupaten Jember dan faktor - faktor yang mempengaruhi keberhasilan konservasi gumuk. Metode penelitian yang digunakan adalah induktif - kualitatif dengan pendekatan eksploratif untuk mendapatkan fenomena lapangan lebih banyak. Pada tahun 2011 MAPENSA berhasil memiliki gumuk yang dijadikan percontohan konservasi gumuk. Terdapat 6 tahapan yang dilakukan yaitu identifikasi permasalahan dan pencetusan ide, penyusunan strategi, survei, penggalangan dana, negosiasi dan pembelian gumuk, dan pengelolaan. Setelah memiliki gumuk, terdapat pula kegiatan pengelolaan gumuk untuk memaksimalkan fungsi gumuk. Faktor - faktor yang mempengaruhi keberhasilan MAPENSA dalam melakukan konservasi adalah motivasi besar untuk mengkonservasi gumuk, sejarah panjang dalam hal konservasi, struktur fleksibel dan kapasitas anggota yang besar, sumberdaya yang dimanfaatkan secara maksimal, dan kepemimpinan yang demokrasi. Konservasi gumuk tersebut merupakan sebuah gerakan konservasi masyarakat. Solusi untuk permasalahan konservasi gumuk dengan membeli gumuk untuk pelestarian. Dilain pihak pemerintah seharusnya melakukan inovasi peraturan seperti kompensasi pajak. Demi tercapainya penanggulangan dan konservasi gumuk maka kerjasama antara masyarakat dan pemerintah sangat dibutuhkan.

Environmental damage in Region of Jember especially dunes is out of control due to exploitation of its material. Dune is a special term of the hill with a height of 1 meter to 57.5 meters (Van Bomelen, 1949). The government has sought the dunes conservation with the legislative drafting but failed. This case has brough the Organization of Students of Universe lovers (MAPENSA) to dunes conservation efforts. The aim of this research is to describe the participation of Students of Universe lovers (MAPENSA) toward dunes conservation activities in district Sumbersari, Jember. And also the influenced factors in dunes conservation success. The method used in this research is is inductive - qualitative exploratory approach to gain more phenomenon in the field. In 2011, MAPENSA managed to own dune which is used as a sampling in dunes conservation. There are 6 steps taken in this case, i.e. problems identification and arcing of ideas, formulation of strategies, surveys, fundraising, negotiation and purchase of dunes, and management after having the dunes. There are also dune management activities to maximize the fungtion of the dunes. The Influenced factors of MAPENSA success in conservation is a huge motivation to conserve the dunes, a long history of conservation, flexible structure and large capacity of the members, maximum resources utilized, and democratic leadership. The dunes conservation is a society conservation movement. The solution to the dunes conservation problems is by purchasing the dune for preservation. On the other hand, the government should make rules innovation such as tax compensation. In order to achieve the prevention and dunes conservation, corporation between the society and the government is needed.
