STRATEGI PENGUASAAN RUANG PUBLIK OLEH SEKTOR INFORMAL DI JALAN KESEHATAN DEPAN RSUP SARDJITO YOGYAKRTA

Keberadaan dan pertumbuhan sektor informal di kawasan UGM telah lama terjadi. Mereka menguasai ruang-ruang publik dengan berbagai strategi dan menimbulkan berbagai permasalahan seperti kebersihan, kemacetan dan ketidakteraturan lingkungan kampus. Penguasaan ruang publik yang telah terlanjur terjadi sering kali diselesaikan dengan cara menggusur atau merelokasi kegiatan-kegiatan yang ada di ruang publik. Akan tetapi, pada kenyataannya penyelesaian dengan cara merelokasi ataupun menggusur ini tidak menghasilkan solusi yang efektif. Strategi penguasaan yang dilakukan oleh sektor informal merupakan upaya yang berkaitan dengan penyelesaian masalah melalui pendekatan dari bawah (bottom up). Oleh karena itu, penelitian ini memiliki tujuan untuk menemukan variasi strategi penguasaan yang dilakukan oleh sektor informal di Jalan Kesehatan depan RSUP Sardjito Yogyakarta. Pendekatan yang digunakan dalam penelitian ini adalah induktif kualitatif. Unit analisis penelitian ini adalah strategi penguasaan yang dilakukan oleh sektor informal di Jalan Kesehatan depan RSUP Sardjito Yogyakarta. Unit amatannya adalah sektor informal di Jalan Kesehatan baik tukang parkir maupun pedagang kaki lima. Penelitian ini adalah penelitian tentang aktivitas manusia di dalam lingkungan, oleh karena itu metode yang digunakan dalam pengumpulan informasi adalah place-centered maps dan person-centered maps dari Sommer (1980) untuk mendapatkan informasi melalui observasi langsung. Selain itu juga menggunakan wawancara (indepth interview) sebagai informasi pendukung. Penelitian ini menemukan konsep variasi strategi penguasaan ruang publik yang dilakukan oleh sektor informal di Jalan Kesehatan depan RSUP Sardjito Yogyakarta yaitu strategi penguasaan tetap dan strategi penguasaan tidak tetap. Konsep strategi ini terbentuk berdasarkan fungsi ruang dan waktu penggunaan ruang. Berdasarkan fungsi ruangnya, meliputi strategi penguasaan kaku (fixed-featured) dan fleksibel (flexible-featured). Berdasarkan waktu penguasaannya, meliputi strategi penguasaan teratur dan strategi penguasaan spontan.

The existence and growth of informal sectors at the area of Universitas Gadjah Mada have been occurred in a long time. They possess public spaces by applying strategies which created various problems, such as regarding the cleanliness, traffic jam and unmanaged campus area. Problems resulted from the encroachment of public space often being managed by relocation or even demolition of the activities that happen in the particular area. Moreover, relocation and demolition have proved to be ineffective. The encroachment strategy done by informal sectors is one that shows an effort to solve problems by bottom-up approach. Therefore, this research was aimed to find the encroachment strategy done by informal sectors along Jalan Kesehatan, in front of Central Public Hospital (RSUP) Sardjito Yogyakarta. This research was conduct using qualitative inductive approach. The unit of analysis is the encroachment strategy done by informal sectors along Jalan Kesehatan in front of RSUP Sardjito Yogyakarta. The units of observation were the informal sectors in Jalan Kesehatan, both the parking officers and street vendors. This research explains about human activities within a neighborhood, using methods such as place-centered maps and person-centered maps from Sommer (1980), in order to gather information through direct observation. Besides, results from in depth interview also acts as supporting information. The result of this research is a founding of various encroachment strategy of public space done by informal sectors along Jalan Kesehatan, in front of RSUP Sardjito Yogyakarta, which were divided into fixed-featured encroachment strategy and flexible-featured encroachment strategy. The concepts of different strategies differ based on the function of space and time utilization of space. Based on the function of the space, the concepts used were fixed-featured encroachment strategy and flexible-featured encroachment strategy. Based on the time utilization of space, the concepts used were managed encroachment strategy and spontaneous encroachment strategy.
