STRATEGI KOTA BARCELONA MENUJU SMART CITY

Pertumbuhan penduduk yang tinggal di kota saat ini semakin tinggi disertai meningkatnya urbanisasi. Pada tahun 2050 diprediksi 70 % penduduk akan tinggal di kota beserta dengan permasalahan lingkungan yang ada. Untuk menghadapi bahayatersebut perlu disusun strategi perencanaan kota yang smarter and greener. Kota Barcelona dinilai memiliki prestasi dalam mengembangkan smart city. Strategi Kota Barcelona menuju smart city perlu dipelajari sebagai bahan masukan dalam mengembangkan smart city. Penelitian ini menggunakan pendekatan kualitatif eksploratif dengan metode studi kasus. Teknik analisis yang digunakan adalah analisis isi dengan tiga cara yaitu deret waktu, penjodohan pola, dan pembuatan penjelasan. Tujuan dari penelitian ini adalah (1) menjelaskan kerangka umum pengembangan Kota Barcelona menuju smart city, (2) mendeskripsikan strategi Kota Barcelona menuju smart city, (3) menjelaskan faktor faktor yang mempengaruhi Kota Barcelona menuju smart city. Kerangka pengembangan Kota Barcelona menuju smart city dipengaruhi oleh lima komponen yang memiliki pengaruh langsung dan tidak langsung. Komponen yang memberikan pengaruh langsung adalah event atau perencanaan sebagai pilar karakter smart city dan forum atau event pengembangan smart city secara langsung. Komponen yang memberikan pengaruh tidak langsung adalah perencanaan regional dan metropolitan serta perencanaan strategis. Perencanaan guna lahan berupa GMP dan Modifikasi GMP memberikan pengaruh langsung maupun tidak langsung dan sekaligus menjadi payung komponen dibawahnya. Strategi Kota Barcelona menuju smart city merupakan proses atau tahapan komponen langsung yang dibagi menjadi dua kelompok yaitu proses eksternal dan proses internal. Proses eksternal terdiri atas GMP (sekaligus modifikasi GMP) sebagai payung dari komponen yang berpengaruh. Sedangkan proses internal terdiri atas enam hal yaitu bergabungnya Spanyol dengan Eropa, Olimpiade Barcelona 1992, Anugerah Medali Emas Model Barcelona, Launching First Metropolitan Strategic Plan, Forum Budaya, SET-Plan, dan Perencanaan Strategis. Faktor yang mempengaruhi strategi Kota Barcelona meuju smart city adalah adanya festival internasional, kapasitas kepemimpinan, kebijakan Uni Eropa dan tren global, partisipasi masyarakat, perkembangan inovasi dan TIK, dan semangat menjadi leading metropolis.

The growth of the population residing in cities, as well as the urbanization, is currently increasing. It is predicted that by 2050, 70% of residents will live in the city and keep up with its environmental problems. We need to establish a smarter and greener city planning strategy to anticipate that. Barcelona, a good example, has a good achievement in developing a smart city. A further study on Barcelona smart city strategy needs to be conducted as a substantial input in developing a smart city. This research uses qualitative exploratory approach with case-study method. The analytical technique used in this research was content analysis consist of three methods; time series, pattern-matching, and explanation-building. The purpose of this study is to (1) describe the general framework of Barcelona's development towards smart city (2) describe Barcelona strategy towards smart city, (3) explain the factors that affect Barcelona towards smart city. The development framework of Barcelona towards the smart city is influenced by the five components, in which they pose both direct and indirect influence. The components which pose direct influence are event, or the planning as the pillar of smart city's character, and forum, or the direct developmental event of smart city. On another hand, the components that pose indirect influence are the metropolitan and regional planning as well as strategic planning. Land use planning in the form of GMP and GMP Modifications provide direct or indirect influences and at the same time become the umbrella of the components below it. The strategy of Barcelona towards smart city is a direct process or stages of the components, which divided into two groups; external and internal process. The external process consist of GMP (as well as GMP modification) as the umbrella of the influential component. On another hand, the internal process consist of six points; which is the coalescence of Spain and Europe, the 1992 Barcelona Olympics, the bestowal of Barcelona Gold Medal Award, the Barcelona Model, the launching of First Metropolitan Strategic Plan, the establishment of cultural forum, the SET-Plan, and the Strategic Planning. The influential factor of Barcelona towards smart city are the existence of international festival, leadership capacity, the global trend and the policy of Europe Union, society's participation, the development ICT and innovation, and finally the spirit of becoming a leading metropolis.
