Ancaman Societal Security Terkait Pencari Suaka dan Imigran di Australia

Kehadiran pencari suaka dan imigran merupakan suatu hal yang tidak dapat dihindari di tengah dinamika konflik dunia internasional. Australia merupakan salah satu negara yang menjalin kerjasama dengan UNHCR dalam menampung pencari suaka terutama dari wilayah Asia dan Timur Tengah. Selain itu, dalam sejarahnya, Australia adalah negara yang dibangun oleh para imigran. Sebagai negara yang didominasi oleh bangsa kulit putih berbudaya Anglo Celtic di wilayah Asia Pasifik, Australia harus mempertahankan identitasnya terutama dengan banyaknya jumlah pencari suaka dan imigran yang masuk ke Asia baik dengan visa atau melalui jalur laut yang disebut sebagai boat people. Salah satu upaya yang dilakukan dalam menangani ancaman terhadap identitas atau ancaman terhadap societal security Australia, pemerintah pada masa John Howard melakukan suatu proses yang disebut sebagai proses sekuritisasi. Proses sekuritisasi John Howard didukung juga oleh aktor-aktor lain seperti Pauline Hanson dan Peter Reith. Keefektifan dari proses sekuritisasi yang dilakukan oleh John Howard terkait ancaman societal security dinilai berdasarkan kerangka sekuritisasi yang menghasilkan dua outcome. Pada outcome I yaitu keberhasilan proses, John Howard melakukan sebuah proses sekuritisasi yang berhasil karena didukung oleh timing yang tepat seperti peristiwa 9/11. Sedangkan pada outcome II yaitu penanganan ancaman, John Howard berhasil mengurangi jumlah imigran dan pencari suaka yang masuk hingga eleksi federal tahun 2001.

The incoming waves of immigrants and asylum seekers are things that unavoidable in the dynamic of international conflicts. Australia is one of the countries that established a cooperation with UNHCR in refugee settlement programs, especially refugees from Asia and Middle East. Apart from that, through the history, Australia is a country built by the immigrants. As a white race dominated country in Asia Pacific, Australia must maintain its identity as a white nation especially from the waves of immigrants and asylum seekers that entered the country with a valid visa and boat people. One of many ways to respond to the societal security or identity threat, is to securitize the issue by the government during the Howard era. This process so called securitization, was done by many actors including John Howard, Pauline Hanson, and Peter Reith. The efectivity of this process is analyzed by the framework of securitization. This framework introduced two outcomes. The first outcome or outcome I is how the process being held, focusing in the speech act and how the overall process of securitization is. The second outcome or outcome II is how the securitization affects the threat. In this case, the Howard government was effectively securitize the issue. Good timing after the 9/11 and the success of decreasing the amount of immigrants and asylum seekers until the federal election 2001 was the factors that contributed to his securitization process.
