PENILAIAN JALAN DI KABUPATEN PULAU MOROTAI TAHUN 2014: Studi Pada Ruas Jalan Trans Darame, KH Achmad Syukur, Merdeka, dan Dermaga Ferry

Penelitian ini dilakukan untuk menentukan nilai wajar ruas Jalan Trans Darame, KH Achmad Syukur, Merdeka dan ruas Jalan Dermaga Ferry yang berada di Kabupaten Pulau Morotai dengan tanggal penilaian 4 Maret 2014 dengan menggunakan metoda biaya pengganti terdepresiasi (Depreciated Replacement Cost/DRC). Metoda ini dilakukan dengan dengan menghitung biaya penggantian bangunan (Gross Replacement Cost) yang ada setelah dikurangi penyusutan yang terjadi dan ditambah nilai tanah. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer dari wawancara dan observasi langsung, meliputi data kondisi fisik jalan yang meliputi ukuran dimensi jalan, jenis dan jumlah peralatan yang melekat pada jalan, luas kerusakan permukaan jalan dan harga penawaran/transaksi tanah di sekitat aset yang diteliti. Data sekunder didapatkan Dinas Pekerjaan Umum Pulau Morotai dan Satuan Kerja Non Vertikal Tertentu (SKNVT). Selanjutnya, biaya penggantian konstruksi jalan dihitung dengan survei kuantitas sedangkan penyusutan atau depresiasi konstruksi jalan dihitung dengan metoda rinci terlihat. Nilai tanah diestimasi dengan pendekatan perbandingan penjualan. Hasil analisis menggunakan skenario normal yang sesuai dengan tanggal penilaian menunjukkan bahwa indikasi nilai properti subjek adalah sebesar Rp88.528.500.000. Terdiri gross replacement cost konstruksi jalan pada Jalan Trans Darame, KH Achmad Syukur, Merdeka dan Jalan Dermaga Ferry adalah sebesar Rp79.951.000.000. Estimasi penyusutan adalah sebesar Rp1.002.500.000. Indikasi nilai tanah sebesar Rp9.580.000.000. This research was conducted to determining fair value roads Trans Darame, KH Achmad Syukur, Merdeka and Dermaga Ferry is located on Morotai Island district with assessment dated March 4 2014, using the depreciated replacement cost (depreciated replacement cost/DRC). This method is done by calculating the replacement cost of the building (gross replacement cost) is no net shrinkage occurs and the added value of the land. The data used in this study are primary and secondary date. Primary date from interviews and direct observation, the data includes the physical condition of the road which includes dimensions, type and amount of equipment that is attached to the road, extensive damage to the road surface and the offer price/land transactions in assets under study were about. Secondary data obtained Morotai Island Department of Public Works and Non-Vertical Unit Specific (SKNVT). Furthermore, the construction of replacement cost calculated by quantity surveying while depreciation or depreciation calculated by the method of road construction detail visible. Land value is estimated by the sales comparison approach. The results of the analysis using the normal scenario that corresponds to the date of assessment shows that the indication of the value of the subject property is Rp88.528.500.000. Which comprises the gross replacement cost of road construction on the Trans Darame, KH Achmad Syukur, Merdeka and road Dermaga Ferry is Rp79.951.000.000.
