ANALISIS STRATEGIS SEKTOR PUBLIK MENGGUNAKAN PUBLIC SECTOR PORTFOLIO MATRIX DI DAERAH ISTIMEWA YOGYAKARTA

Penelitian ini bertujuan untuk memetakan posisi strategis sektor publik di DI Yogyakarta, dengan menganalisis pendanaan, kebutuhan publik, dukungan publik, dan keefektifan pelayanan publik yang menjadi prioritas dalam APBD, kemudian dievaluasi untuk menentukkan strategi yang tepat dalam mengoptimalkan sektor-sektor publik yang memiliki potensi unggulan. Masalah dalam penelitian ini adalah belum optimalnya pelayanan sektor publik dan pemanfaatan sumberdaya daerah oleh pemerintah DI Yogyakarta. Penelitian menggunakan data RPJPD tahun 2005-2025, RPJMD tahun 2008-2013, LAKIP, LKPJ, data penunjang dari Kementrian Keuangan dan Badan Pusat Statistik. Alat analisis yang digunakan adalah analisis SWAA (Strenght, Weakness, Advocate, Adversary) dan public sector portfolio matrix untuk memetakan posisi sektor-sektor publik dalam portfolio matrix. Hasil penelitian menunjukkan bahwa sektor kesehatan, pendidikan, pariwisata dan budaya, lingkungan hidup, perlindungan sosial, ketertiban dan keamanan merupakan public sector star. Sektor publik yang masuk dalam golden fleece yakni sektor ekonomi, perumahan dan fasilitas umum. Sektor publik yang masuk dalam political box adalah sektor pelayanan umum. Dengan mengetahui posisi sektor publik dalam public sector portfolio matrix maka dapat dibuat perencanaan strategi untuk mengoptimalkan sektor-sektor publik tersebut. Strategi yang dapat digunakan oleh Pemerintah DI Yogyakarta adalah dengan melakukan penyesuaian antara pendanaan dengan tujuan program agar dapat meminimalisasikan inefisiensi serta mengurangi anggaran program yang tidak sesuai dengan target. This research aims to map out the strategic position of the public sector in Yogyakarta, by analyzing the public's needs, funding, public support, and the effectiveness of the public service a priority in their APBD, and then evaluated for appropriate strategies in the rate to optimize public sectors which have the potential of winning. Problems in the research is not yet optimal public sector services and utilization of regional resources by the Government in Yogyakarta. The research uses data RPJPD 2005-2025, RPJMD in 2008-2013, LAKIP, LKPJ, the supporting data from the Ministry of finance and the Central Bureau of statistics. Analysis tools used are analysis of SWAA (Strenght, Weakness, Advocate, Adversary) and public sector portfolio matrix to mapping the position of the public sectors in the portfolio matrix. The results showed that the health sector, education, tourism and culture, the environment, social protection, public order and security is public sector star. The public sector in the golden fleece which is an economic sector, housing and public facilities. The public sector in the political sector box is public service. By knowing the position of the public sector in the public sector portfolio matrix then it can be made strategy planning to optimize the public sectors. Strategy that can be used by the Government in Yogyakarta is to make adjustments between programs with the aim of funding in order to reduce inefficiency and minimalizing program budget that does not match the target.
