ANALISIS TINGKAT EFISIENSI PENGELOLAAN RUMAH SAKIT DILIHAT DARI GRAFIK BARBER JOHNSON TAHUN 2009-2013 DI RSUD KOTA YOGYAKARTA

Latar Belakang: Salah satu aktivitas yang rutin dilakukan dalam statistik rumah sakit adalah menghitung tingkat efisiensi hunian tempat tidur (TT). Hal ini dilakukan untuk memantau aktivitas penggunaan TT di unit perawatan rawat inap dan untuk merencanakan pengembangannya. Salah satu cara untuk mengukur tingkat efisiensi tersebut dengan membuat grafik Barber Johnson. Grafik Barber Johnson selanjutnya dianalisis sebagai sumber informasi dalam proses pengambilan keputusan. RSUD Kota Yogyakarta telah membuat grafik Barber Johnson secara berkala, namun analisis yang dilakukan hanya sebatas untuk mengetahui apakah sudah berada di daerah efisien. Selain itu pemanfaatan fungsi dari grafik barber Johnson yang sebatas untuk mengetahui penggunaan tempat tidur dari waktu ke waktu, menyebabkan pihak rumah sakit kurang memahami keadaan rumah sakitnya sendiri secara lebih mendalam khususnya dalam pemanfaatan tempat tidur. Tujuan: Penelitian ini bertujuan untuk menganalisis tingkat efisiensi pengelolaan RSUD Kota Yogyakarta dilihat dari grafik Barber Johnson pada tahun 2009-2013. Tujuan khusus penelitian ini untuk mengetahui trend tingkat efisiensi pengelolaan tempat tidur berdasarkan grafik Barber Johnson dan menganalisis faktor-faktor yang mempengaruhi tingkat efisiensi pengelolaan RSUD Kota Yogyakarta dilihat dari grafik Barber Johnson pada tahun 2009- 2013. Metode Penelitian: Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif dengan menggunakan pengumpulan data secara cross sectional. Hasil: Selama lima tahun titik pertemuan grafik Barber Johnson berada di luar daerah efisien. Jika diamati terdapat permasalahan pada BOR karena nilai AvLOS, TOI dan BTO sudah ideal. Selama lima tahun tersebut trend tingkat efisiensi penggunaan tempat tidur yang paling baik adalah tahun 2013. Terdapat enam faktor yang mempengaruhi tingkat efisiensi rumah sakit tersebut. Dari keenam faktor tersebut diketahui adanya permasalahan dibeberapa faktor yaitu men (manusia), material (bahan), machine (mesin), metode (cara).

Background: One of regular activities in hospital statistic is calculating bed efficiency rate. This is done to monitor the activity of beds use in inpatient care unit and to plan their development. A way to measure the efficiency level is using Barber Johnson graphic. Then, Barber Johnson graphic is analyzed as an information source in making decision process. RSUD Kota Yogyakarta has made Barber Johnson graphic regularly, yet the analysis is just to know whether it has been in efficient scale In addition, the use of function of Barber Johnson graphic that is just to know the use of bed from time to time causes the hospital does not understand enough the hospital condition deeply especially in utilization of bed. Objective: this research is aimed to analyze the efficiency level of management of RSUD Kota Yogyakarta seen from Barber Johnson graphic in 2009-2013. The specific objective of this research is to know the efficiency level trend of bed management based on Barber Johnson graphic and to analyze the factors that influence the efficiency level of RSUD Kota Yogyakarta's management seen from Barber Johnson graphic. Methods: the kind of research used in this research is descriptive research with a qualitative approach by collecting data in cross sectional. Results: in 5 years, the meeting point of Barber Johnson graphic is out of efficiency scale. Possibly, there are problems in BOR because AvLOS value, TOI, and BTO have been ideal. During the 5 years, efficiency level trend of the best bed use is 2013. There are 6 factors that influence efficiency level of their hospital. From those 6 factors, there are problems in some factors, such as men, material, machine, and method.
