Penelitianinimenggunakanmetodepenelitianstudikasus, denganpendekatandeduktif-kualitatif yang manapenelitianiniakanmenghasilkan data deskriptif. Untukmengidentifikasipartisipasimasyarakatadalahdenganmenggunakanteoriyang pertamaPrinsipPartisipasiolehDepartment for International Development (DFID), yakniketerwakilan, transparansi, kemitraan, kesetaraankewenangan, kesetaraantanggungjawab, pemberdayaandankerjasama. KeduaTingkatanPartisipasiolehSherry R. Arnsteinyaknimanipulasi, terapi, informasi, konsultasi, pendramaan, kemitraan, delegasikekuasaan, dankekuasaanmasyarakat.KetigamenurutPeraturanMenteriPekerjaanUmumNomor 06/PRT/M/2007tentangPedoman Tata BangunandanLingkungan (RTBL). Hasilpenelitianiniadalah yang pertamapenyusunanpengembangankawasanGebangTambakHarjoadalahtidakmemenuhinilaipartisipasisecarategas. Keduatingkatpartisipasimasyarakathanyamerujukpada level terapi, informasidankonsultasi.Dan yang ketigapartisipasimasyarakatdibagidalamtigabab, yaknitahapanpartisipasi, bentukpartisipasidan proses partisipasitetapidalampelaksanaanyabelumsepenuhnyasesuaidenganPerMentersebut. Society participation is essential in the preparation of the development plan of the region. The role of society in the preparation of the development plan of the religion already reasonably involved because it will determine the success of a plan and It can be seen the extent to which the level of their participation. This research was distributed by public participation in the preparation of the development plan of the GebangTambakHarjo�s corridor. This research is to find out the level of public participation and preparation of the development plan of the region of GebangTambakHarjo. This study is using an approach, deductive�qualitative research which will generate descriptive data. To identify the society participation within using a theory, first is Department for International Development (DFID)�s principal participation there arerepresentativeness, transparency, partnership, equality authority, responsibility, equality, empowerment and cooperation. Second is Sherry R. Arnstein�s the level of participation there are manipulation, therapy, information, consultation, placation, partnership, delegated power and citizen control. Third is PeraturanMenteriPekerjaanUmumNomor 06/PRT/M/2007 about Pedoman Tata BangunandanLingkungan (RTBL). The results of this research are the first compilation of the development of the GebangTambakHarjo is the value of participation does not meet expressly. Second, the level of society participation refers to the level therapy, information and consultation. And the third society participation divided into three sections, there are phase of participation, type of participation and the process of participation but in that realization is not fully appropriate with that Peraturan pemerintah.
