Mapping Potensi Implementasi Power Wheeling di Sub-Sistem 500 kV Jawa Bali

Adanya rencana penambahan kapasitas pembangkit, saluran transmisi yang belum dimaanfaatkan secara optimal serta tarif listrik industri yang sudah tidak kompetitif lagi menjadi latar belakang penggagasan konsep power wheeling di Indonesia. Penelitian ini dilakukan untuk menghasilkan suatu peta potensi serta pengaruh implementasi power wheeling di sisi available transfer capability dan sensitivitas transfer capability akibat implementasi power wheeling. Studi aliran beban menggunakan ETAP 7.5 dilakukan untuk mengetahui kondisi eksisting serta potensi implementasi power wheeling di sub-sistem 500 kV Jawa-Bali, kemudian dilakukan penambahan pembangkit dan beban dengan dua skenario untuk melihat pengaruh implementasi power wheeling pada sistem. Hasil penelitian menunjukkan bahwa sub-sistem 500 kV Jawa-Bali masih memiliki potensi yang cukup besar untuk implementasi power wheeling, dengan available transfer capability saluran tertinggi sebesar 89,232% dan terendah sebesar 38,608%. Implementasi power wheeling dapat mempengaruhi tingkat available transfer capability saluran dengan sensitivitas masing-masing saluran yang berbeda-beda di setiap skenario implementasi.
Electricity demand in Indonesia has increased each year. There is a plan to increase the capacities of generation, transmission lines that haven’t been optimally functioned as well as industrial electricity rates that are no longer competitive are the background of power wheeling concept in Indonesia. This study was conducted to produce a power wheeling implementation potential’s map and effects on available transfer capability and sensitivity of transfer capability because of power wheeling implementation. Load flow analysis using ETAP 7.5 was done to determine the existing condition and the implementation of power wheeling potency in sub-system 500 kV Jawa-Bali, then the addition of generation and load with two scenarios to analyze the effects of the implementation of power wheeling on the system. The results show that sub-systems 500 kV Jawa-Bali still has a considerable potential for the implementation of power wheeling, with the highest line avalaible transfer capability at 89,232% and the lowest is at 38,608%. The implementation of power wheeling can affect the level of available transfer capability with sensitivity of each line is different in each implementation scenarios.
