ANALISIS KESEDIAAN MEMBAYAR PETANI PENGGUNA AIR IRIGASI DALAM RANGKA PELESTARIAN HUTAN DESA CAMPAGA

Dalam rangka melestarikan Hutan Desa Campaga yang saat ini digunakan sebagai sumber air irigasi untuk mengairi sawah di hilir memerlukan biaya pemeliharaan yang rutin. Penelitian ini bertujuan untuk menaksir biaya pemeliharaan dimaksud dengan menggunakan metode willingness to pay. Responden diambil sebanyak 225 petani pengguna air irigasi yang diklasifikasikan kedalam empat strata yaitu: strata I (0,01-0,49 hektar); strata II (0,50-0,99 hektar); strata III (1,00-1,49 hektar); dan strata IV (≥1,50 hektar), untuk mengetahui faktor-faktor yang mempengaruhi kesediaan membayar dan menemukan tingkat nilai kesediaan membayar petani pengguna air irigasi dengan menggunakan analisis contigent valuation method. Hasil penelitian memberikan informasi bahwa nilai kesediaan membayar petani pengguna air irigasi sebagai berikut: a) strata I sebesar Rp.248.182,-/ha/tahun - Rp.294.828,-/ha/tahun; b) strata II sebesar Rp.294.000,-/ha/tahun -Rp.350.000,-/ha/tahun; c) strata III sebesar Rp.297.273,-/ha/tahun - Rp.366.000,-/ha/tahun, serta d) strata IV sebesar Rp.310.000,-/ha/tahun - Rp.430.000,-/ha/tahun. Dengan demikian, iuran pelayanan air irigasi yang saat ini ditetapkan pemerintah adalah masih rendah untuk acuan nilai kesediaan membayar

The efforts to preserve Campaga Community Forest, which currently serves as the source for irrigation to water the ricefields located downstream require routine maintenance cost. This research aims to appraise the said maintenance cost by using the willingness to pay method. Respondents include 225 farmers as users of irrigation water who are classified into four strata: strata I (0.01-0.49 hectares); strata II (0.50-0.99 hectares); strata III (1.00-1.49 hectares); and strata IV (≥1.50 hectares), to determine the factors that influence farmers’ willingness to pay and reveal the value of farmers’ willingness to pay irrigation fee by using contigent valuation method. The research results show that the value of farmers’ willingness to pay irrigation fee is as follows: a) strata I from Rp. 248,182,-/hectare/year to Rp. 294,828,-/hectare/year; b) strata II from Rp. 294,000,-/hectare/year to Rp. 350,000,-/hectare/year; c) strata III from Rp. 297,273,-/hectare/year to Rp. 366,000,-/hectare/year; and strata IV from Rp. 310,000,-/hectare/year to Rp. 430,000,- /hectare/year. Consequently, the irrigation fee currently applied is notably low to be considered as a reference for the value of the willingnes s to pay.
