PERKEMBANGAN KECAMATAN MAOS DAN KECAMATAN SAMPANG DI KABUPATEN CILACAP SEBAGAI WILAYAH HASIL PEMEKARAN

Pada awal pemekaran, wilayah Kecamatan Sampang relatif tertinggal dibandingkan wilayah Kecamatan Maos sebagai wilayah induknya. Namun dalam perkembangannya, wilayah Kecamatan Sampang dianggap lebih berkembang dibandingkan dengan Kecamatan Maos meskipun potensi kedua wilayah hampir sama. Penelitian ini bertujuan mendeskripsikan perkembangan wilayah Kecamatan Maos dan Kecamatan Sampang setelah pemekaran, membandingkan perkembangan wilayah kedua kecamatan, dan faktor-faktor yang mempengaruhi perkembangan wilayah kedua kecamatan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif-kuantitatif dengan pendekatan deduktif. Penelitian ini dilakukan di Kecamatan Maos dan Kecamatan Sampang. Metode pengumpulan dan analisis data dilakukan melalui pengumpulan data sekunder yang ada dan pengamatan atau observasi di lapangan kemudian uji silang (cross check) dengan wawancara terhadap narasumber. Hasil penelitian menunjukkan bahwa pemekaran Kecamatan Maos menjadi dua kecamatan telah memenuhi tujuan utama dari pemekaran kecamatan yaitu: peningkatan bidang pembangunan, bidang pelayanan umum, dan bidang pemerintahan. Namun, terdapat perbedaan perkembangan yang sangat dirasakan oleh masyarakat yaitu pada pembangunan sektor ekonomi, dimana ekonomi Kecamatan Sampang lebih berkembang dibanding Kecamatan Maos. Faktorfaktor yang mempengaruhi perkembangan kedua kecamatan yaitu: sosial budaya masyarakat, kondisi geografis, sarana dan prasarana, modal/investasi, sumberdaya manusi, dan anggaran pemerintah. Untuk mengurangi ketertinggalan Kecamatan Maos pada sektor ekonomi, pemerintah diharapkan memperbaiki fasiltas ekonomi di Kecamatan Maos, agar mendorong perekonomiannya dapat lebih berkembang. At the beginning of the expansion, the district of Sampang was relatively low compared to the district of Maos as its parent region. But in its development, the district of Sampang is considered more developed than the district of Maos although both districts have almost the same potentials. This study aims to describe the development of the district of Maos and the district of Sampang after expansion, to compare the development of the two districts, and the factors that influence the development of the two. This study used a qualitative-quantitative descriptive method with a deductive approach. This study was conducted in the district of Maos and district of Sampang. The collection and data analysis methods were done through existing secondary data collection and observation in the field and then cross testing (cross check) by interviewing informants. The results showed that the expansion of the district Maos into two districts has met the primary objective of districts expansion namely: an increase in the areas of development, the public utilities, and the government fields. However, there are differences in the development that are felt by the community that is in the development of the economic sector, where economies are more developed in the district of Sampang than in the district of Maos. Factors affecting the development of both districts are namely: social and cultural, geographic conditions, infrastructure, capital/investment, human resources, and governmental budget. To reduce the lag of the district of Maos on the economic sector, the government is expected to improve the economy in the district of Maos’facilities, in order to encourage the economy development.
