PENILAIAN KINERJA JARINGAN IRIGASI BERDASARKAN STANDAR PELAYANAN MINIMAL (SPM) PU

Penilaian kinerja irigasi pada suatu wilayah sangatlan diperlukan guna meningkatkan kinerja jaringan irigasi pada wilayah tersebut.Selain itu penilaian kinerja jaringan irigasi bertujuan untuk meningkatkan operasi dari sistem irigasi, menilai capaian dari tujuan strategis, menilai kondisi umum dari sistem irigasi, mengetahui hambatan yang ada, memahami faktor-faktor penentu pada kinerja jaringan irigasi, dan membandingkan kinerja sistem irigasi pada wilayah satu dengan wilayah lainnya. Tujuan dari penelitian ini adalah mengetahui kinerja jaringan irigasimenggunakan metode SPM berdasarkan Peraturan Menteri Pu No.14 tahun 2010 dengan cara membandingkan debit yang tersedia dengan debit kebutuhan sesuai dengan rencana tata tanamdan menganalisis faktor yang mempengaruhi kinerja jaringan irigasi.Sebagai sampel dipilih Daerah Irigasi (DI) Tegal dan DI Pengasih. Hasil penilaian kinerja sistem irigasi berdasarkan SPM menunjukkan bahwa nilai SPM DI Tegal umumnya bernilai lebih dari 70% kecuali di Tegal Kiri untuk beberapa periode. Demikian juga nilai SPM DI Pengasih umumnya lebih dari 70% kecuali beberapa periode di Pengasih Barat dan Pengasih Timur. Uji Anava satu arah menunjukkan tingkat kepercayaan95% pada tahun 2010/2011 & 2011/2012kinerja DI Tegal dan DI Pengasih sama namun pada Tahun 2012/2013 kinerja DI Tegal kinerja lebih baik dibandingkan DI Pengasih.

Assessment of irrigation performance is necessary in order to improve the performance of irrigation system in the respected region.In addition, the assessment aims to improve the operation of the irrigation system, to assess the achievement of strategic objectives, to assess the general condition of the irrigation system, to identify any possible obstacles, to identify influential factors of the performance, and to compare the performances of irrigation systems among regions. The objectives of this study were to determine the performance of irrigation system using the minimum-standard-service (SPM) method based on Regulation of the Ministry of Public Works No. 14/2010 by comparing the available discharge to required discharge based on general planting pattern and to analyze the factors that affect the performance of the irrigation systems. Samples in this study were Tegal and Pengasih Irrigation Systems. The result of the performance assessment of irrigation systems based on SPM method indicated that the SPM value of Tegal irrigation system was generally more than 70% except for a few periods in Tegal Kiri. Similarly, the SPM value of Pengasih Irrigation System was generally more above 70% except for a few periods in Pengasih Barat and Pengasih Timur. One way Anova Test showed that in 95% confidence level the performances of both irrigation system in 2010/2011 and 2011/2012 were not significantly different however in 2012/2013 the performance of Tegal Irrigation System was relatively better than Pengasih Irrigation System.
