Potensi Pengembangan Medical Tourism di Rumah Sakit BaliMéd Denpasar

Latar belakang: Medical tourism adalah bentuk baru dari pariwisata dan pelayanan medis dengan mendapatkan pelayanan kesehatan yang sesuai harapan ke suatu daerah tertentu. Dalam upaya perkembangan sistem kesehatan dan persaingan serta adanya dampak globalisasi kesehatan, tidak menutup kemungkinan bahwa terjadinya medical tourism menimbulkan persaingan yang ketat antar rumah sakit dalam memberikan pelayanan yang berkualitas dan produk pelayanan unggul yang diberikan oleh rumah sakit tersebut dalam menarik minat pasien datang berobat. Sehingga medical tourism menjadi suatu fenomena bagi RS. BaliMéd yang memiliki dokter spesialis yang lengkap serta teknologi kesehatan yang canggih untuk sebagai suatu kebutuhan pengembangan terhadap medical tourism. Tujuan: Untuk mengetahui pemahaman RS BaliMéd Denpasar, PERSI, pemerintah dan penyedia layanan pariwisata (travel agent) terhadap medical tourism kemudian mengeksplorasi potensi pengembangan medical tourism di RS BaliMéd Denpasar. Metode: Penelitian ini merupakan penelitian studi kasus dengan rancangan kasus tunggal. Respondennya adalah dari pihak RS BaliMéd Denpasar, pemerintah yakni dinas kesehatan dan dinas pariwisata, dan penyedia jasa layanan pariwisata sebagai travel agent. Data diperoleh dengan cara wawancara terhadap responden melalui wawancara mendalam dengan menggunakan pedoman wawancara dan telaah dokumen. Data yang diperoleh dari hasil wawancara dan telaah dokumen diolah menggunakan pattern matching yaitu salah satu strategi yang sering digunakan untuk teknik analisis data dengan penjodohan pola awal. Hasil dan Pembahasan: Pemahaman RS. BaliMéd Denpasar, PERSI, pemerintah dan travel agent mengenai medical tourism masih parsial. Berdasarkan potensi pengembangan medical tourism yang dimilki RS BaliMéd Denpasar dari segi biaya, akreditasi, kualitas pelayanan, ketersediaan tenaga kesehatan dan jenis pengobatan, akses pengobatan, dan marketing secara umum belum cukup memiliki potensi untuk mengembangkan medical tourism. Regulasi pemerintah dan respon travel agent sangat penting dalam mendukung medical tourism. Kesimpulan: Pemahaman mengenai medical tourism oleh pemerintah, RS BaliMéd Denpasar, PERSI dan travel agent masih parsial. RS BaliMéd Denpasar belum cukup memiliki potensi terhadap pengembangan medical tourism. Regulasi pemerintah dalam hal medical tourism di RS BaliMéd Denpasar sangat berperan penting sebagai pihak pembuat kebijakan dan tidak tersedia regulasi yang mengatur hal tersebut. Respon travel agent terhadap pengembangan medical tourism di RS BaliMéd Denpasar mendukung medical tourism.

Introduction : Medical tourism is a new form of tourism and medical services with the health services as expected to a certain area. In an effort to the development of health systems and the impact of competition and globalization of health, does not rule out the possibility that the medical tourism poses a stiff competition among hospitals in providing quality products and superior services provided by the hospital in attracting patients come for treatment. So that became a phenomenon of medical tourism to the BaliMéd hospital specialists who have a complete and advanced medical technology as a necessity for the development of medical tourism. Objective : This study aims to the understanding of the BaliMéd hospital in Denpasar, governments, and service providers (travel agent) of medical tourism then explores the potential for the development of medical tourism in the BaliMéd hospital Denpasar. Methods : This study is a case study with a single case design. Respondents were from the BaliMéd Hospital Denpasar, the government health department and the department of tourism and tourism service providers as a travel agent. Data obtained by means of interviews with the respondents through in-depth interviews using interviews and document review guidelines. Data obtained from interviews and review of documents processed using pattern matching is one strategy that is often used for data analysis with the initial pairing patterns. Results and Discussion: Understanding BaliMéd Hospital Denpasar, PERSI, government and tourism service providers regarding medical tourism is still partial. Based on the potential for the development of medical tourism which owned the BaliMéd Hospital Denpasar in terms of cost, accreditation, quality of care, availability of health personnel and the type of treatment, treatment access, and marketing in general is not enough to have the potential to develop medical tourism. Government regulation of travel agents and the response is very important in supporting medical tourism. Conclusion : Understanding of medical tourism by governments, BaliMéd Hospital Denpasar, PERSI and travel agents have understood but in general. BaliMéd Hospital Denpasar not enough to have a potential impact on the development of medical tourism. The Government regulation in terms of medical tourism at the BaliMéd Hospital Denpasar very important role as the policy makers and not available regulations that govern it. Response Travel agent supports the development of medical tourism at BaliMéd Hospital Denpasar
